RESOLUTION APPROVING AND ADOPTING RECOMMENDED GROWTH MANAGEMENT
POLICIES FOR THE CITY OF REDLANDS
WHEREAS, on the 20th day of December, 1977, the City Council
of the City of Redlands authorized the preparation of a report by
Environmental Systems Research Institute and John Blayney and
Associates, Urban and Regional Planners, to analyze and explore
the directions and impacts of residential development in the City
of Redlands; and
WHEREAS, ESRI initiated the growth management study in
January of 1978, and proceeded to conduct an intensive investiga-
tion of the effect of growth upon every area of concern, incl,4ding
its economy, its character in relation to visual qualities, its
small town atmosphere, and the fiscal capacity of the City and the
Redlands Unified School District to expand services, among other
matters; and particularly relied upon the Citizen Advisory Com-
mittee composed of Redlands citizens; and
WHEREAS, in the course of the study ESRI completed and pub-
lished a report in April of 1.978 entitled, "Baseline Conditions;
Current Trends, " and issued a paper in June of 1978, under the
heading, "Growth Manaqement Options. " These reports were submitted
as preliminary steps toward completion of a final report; and
WHEREAS, on the 17th day of October, 1978, ESRI filed the
final report, entitled, "Analysis of Redlands Growth Management
Alternatives, " October, 1978, which contains data and value judg-
ments to assist this City Council in taking positive action to
meet the exigencies of growth, and to protect the best interests
of the public, from both an environmental and an economic sense;
and
KHEREAS, the report contains a recommended growth management
program built from the policies and courses of action that emerged
during the 10-month study; and
WHEREAS, this City Council has carefully reviewed and
evaluated the study, "psis of Redlands Growth Management
Alternatives, " and particularly "with particular emphasis upon the
recommended growth management policies. "
BE IT HEREBY RESOLVED by the City Council of the City of
Redlands, as follows :
Section 1. That the study entitled, "Analysis of Redlands
Growth Management Alternatives" is hereby for-
mally accepted.
Section 2. a. That this City Council adopts in concept
Recommendation One (1) and Seven (7) and sets
a public hearing for December 5, 1978 to
establish new construction fees for capital
improvements .
b. That this City Council does not wish to
consider reduction of minimum lot size at this
time, as suggested in Recommendation Two (2) .
C. That this City Council adopt in concept
Recommendation Three (3) limiting the time for
tentative map approval and requests the Planning
Department to immediately prepare an amendment
to the Sub-division Ordinance to such effect, for
introduction November 21, 1978 at which time a
public hearing will be held on the matter.
d. That this City Council recognizes the impor-
tance of Recommendation Four (4) , as contiguous
development is a part of the 1972 Amendment to
the General Plan and in our Agricultural Preserve
Resolution.
e. That this City Council adopts in concept and
encourages Recommendation Five ( 5) supporting
planned residential development and Recommenda-
tion Six (6) supporting moderate income housing.
f. That this City Council refer to our city staff
and attorney Recommendation Eight (8) , Water Stock
Requirements, for study and a report with necessary
legal instruments be made to this Council on
December 5, 1978.
g. That this City Council refers Recommendation
Nine (9) , Citrus Preservation, to city staff and
attorney for further study, correction of data,
and a report with necessary legal instruments to
be submitted to the Council January 2, 1979.
h. That this City Council accepts in concept
Recommendation Ten (10) , Stand-By Growth
Limitation Legislation, and asks the City
staff to develop a procedure to initiate
such a limitation measure and to report
back to this Council by December 19, 1978.
