RESOLUTION NO. 4577
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
DESIGNATING HISTORIC AND SCENIC DISTRICT NO. 5
ON EAST FERN AVENUE
WHEREAS, Ordinance No. 1954 establishes rules and regula-
tions governing the designation, preservation and perpetuation of
historical and scenic properties; and
WHEREAS, the Historic and Scenic Preservation Commission has
held a duly advertised public hearing to consider designating the
following as a historic and scenic district (See .Exhibit "HSD
No. 5-A" for details)
1. 104 -- 230 and 304 - 430 East Fern Avenue (south side)
2. 9 - 315 East Fern Avenue (north side)
WHEREAS, the Historic and Scenic Preservation Commission has
nominated the abovementioned properties as a historic and scenic
district in accordance with procedures established in Ordinance
No. 1954; and
WHEREAS, the City Council of the City of Redlands has held a
duly advertised public hearing to consider the recommendation of
the Historic and Scenic
WHEREAS, a strong majority of the property owners have
either expressed approval of the district concept or have not
objected; and
WHEREAS, the City Council has found that the proposed
district has significant character, interest, or value as part of
the development, heritage or cultural characteristics of the City
of Redlands; and
WHEREAS? the City Council has found that the proposed
district is a geographically definable area possessing a
concentration of historic and scenic properties which contribute
to each ether and are unified aesthetically by their physical
development;

NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Redlands as fellows:
1. The properties as described in Exhibit "A" are hereby
designated as a historic and scenic district.
2. The buildings on these properties shall not be altered
on the exterior, moved, demolished, subdivided, or
other wise permanently changed on the exterior until
Certificate of Appropriateness has been secured. The
properties shall not be subdivided without a
Certificate of Appropriateness. New construction will
also require a Certificate of Appropriateness.
3 . Valls or fences over four feet tall in front of the
houses shall require a Certificate of Appropriateness.
4. Iters that shall not be reviewed by the City under
this specific ordinance are private yard landscaping
and trees, paving materials for existing homes, fences
or calls along the property lines, temporary
structures, and small structures covering less than
100 square feet in the rear yards.
5. Scenic elements on East Fern Avenue to be protected
per ordinance No. 1954:
A. oak, Palm and. Crape Myrtle street trees.
B. Antique street light standards (poles and globes) .
C. Cutstone curbs.
6. All previsions of ordinance No. 1954, and any amend-
ments thereto, are in effect now and in the perpetual
future, unless this District is abolished by a future
City Council action.
7 . Notices for all public meeting to consider
applications for Certificates of Appropriateness or
Certificates of hardship shall be sent to a designated
representative of the neighborhood.
8. The City Clerk of the City of Redlands is hereby
directed to cause a certified copy of this Resolution
to be recorded with the County Recorder, County of San
Bernardino.

East Fern Avenue Historic and Scenic District, legally
described as follows:
A. Lots 13, 14 and 15 of Block A and Lots 10 , 11 and 1.2 of
Block B of Atwood and Ford's Subdivision No. 1 in the City
of Redlands, County of San Bernardino, State of California,
as per map recorded in Map Book 13 , Page 50 , in the office
of the Recorder of said County; and
B. Lets 13 and 14 of Block B. Lots 10 through 15 of Bloch C,
and Lots 10, 11, and 12 of Block B of Atwood and Ford' s
Subdivision No. 2 in the City of Redlands, County of San
Bernardino, State of California, as per map recorded in Map
Boob 14, Page 1, in the office of the Recorder of said
County; and
C. The southerly 130 feet of Lot 2 of Block C, Lots 39, 40 , 41
and 43 of Block F; the northerly 162 feet of Lot. 42 of Block
F, the northerly 162 feet of Lot 6, of Block F. and the
northerly 170 to 290 feet (varies) of Lot 7 of Block F of
the 2nd Preliminary Map of Redlands in the City of Redlands,
County of San Bernardino, State of California, as per reap
recorded in Map Book 5, Page 2 in the office of the Recorder
of said County.
