Box 3005 4 LT s ST FEE Redlands, California 92373 5 svv DTT 9 -2-414733 RESOLUTION NO. 4836 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS DESIGNATING HISTORIC AND SCENIC DISTRICT NO. 8 (SMILEY PARK NEIGHBORHOOD) WHEREAS, Ordinance No. 1954 establishes rules and regulations governing the designation, preservation and perpetuation of historical and scenic properties; and WHEREAS, the Historic and Scenic Preservation Commission has held a duly advertised public hearing to consider designating the following as a Historic District: Properties within the boundaries shown on Exhibit "A" (Map of Smiley Park Neighborhood, Historic and Scenic District No. 8, December 1991), and listed in Exhibit B" (Smiley Park Neighborhood, Historic and Scenic District No. 8, Legal Descriptions); and WHEREAS, the Historic and Scenic Preservation Commission has nominated the above-mentioned properties as a Historic and Scenic District in accordance with the procedures established in Ordinance No. 1954; and WHEREAS, the City Council of the City of Redlands has held a duly advertised public hearing to consider the recommendation of the Historic and Scenic Preservation Commission; and WHEREAS, a strong majority of the property owners have either expressed approval of the District concept or have not objected; and WHEREAS, the City Council has found that the proposed District has significant character, interest, or value as part of the development, heritage or cultural characteristics of the City of Redlands; and A " WHEREAS, the City Council has found that the proposed District is a geographically definable area possessing a concentration of historic and scenic properties that contribute to each other and are unified aesthetically by their physical development; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redlands as follows: 1. The following are hereby designated as a Historic and Scenic District: Properties within the boundaries shown on Exhibit "A" (Map of Smiley Park Neighborhood, Historic and Scenic District No. 8, December 1991.) and listed in Exhibit "B" (Smiley Park Neighborhood, Historic and Scenic District No. 8, Legal Descriptions). 2. The buildings on all properties shown on Exhibit "A" (Map of Smiley Park Neighborhood, Historic and Scenic District No. 8, December 1991) and Exhibit "B" (Smiley Park Neighborhood, Historic and Scenic District No. 8, Legal Descriptions) shall not be altered on the exterior, moved, demolished, subdivided, or otherwise permanently changed on the exterior until Certificate of Appropriateness has been secured. The properties shall not be subdivided without a Certificate of Appropriateness. New construction will also require a Certificate of Appropriateness. 3. The properties identified in Exhibit "C" (Exceptions, Smiley Park Neighborhood, Historic and Scenic District No. 8) shall require a Certificate of Appropriateness as defined by Ordinance No. 1954 for building moving, demolition, and/or new construction. 4. Alterations to or removal of scenic elements on Olive Avenue, Buena Vista Street, Parkwood Drive, Grant Street, Vine Street, Cajon Street, Eureka Street, Glenwood Drive, Alvarado Street, Fourth Street, Fern Avenue and Home Place within the boundaries of the District shall be approved by the Historic Preservation Officer or the Historic and Scenic Preservation Commission. Scenic elements within publicly maintained areas include: a. Street trees b. Historic concrete street light standards C. Cut-stone curbs 5. All provisions of Ordinance No. 1954, and any amendments thereto, are in effect now and in the perpetual future, unless this District is abolished by a future City Council action. 473 6. Notices for all public meetings to consider applications for Certificates of Appropriateness or Certificates of Hardship shall be sent to a designated repre- sentative of the neighborhood. 7. The City Clerk of the City of Redlands is hereby directed to cause a certified copy of this Resolution to be recorded with the County Recorder, County of San Bernardino.
