A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
APPROVING COMMISSION DETERMINATION NO. 65 CLASSIFYING
FOOD WASTE PROCESSING AS A PERMITTED USE AT EXISTING
COMPOSTING RECYCLING FACILITIES IN THE "A-1-20
AGRICULTURAL" ZONING DISTRICT, INCLUDING THE SPECIFIC
FACILITY AT 13024 SAN TIMOTEO CANYON ROAD.
WHEREAS, Louis Curti, on behalf of One Stop Landscape Supply, has applied for
Commission Determination No. 65 seeking classification of food waste processing as a Permitted
use at existing composting recycling facilities in the A-1-20 Agricultural zoning district including
the specific facility One Stop Landscaping Supply located at 13024 San Timoteo Canyon Road
(APN: 0294-071-01-0000); and,
WHEREAS, pursuant to Section 18.12.050 of the Redlands Municipal Code, the Planning
Commission is responsible for making recommendations to the City Council on requests seeking
the classification of uses that are unlisted in the zoning ordinance; and,
WHEREAS, on September 12, 2023, the Planning Commission held a public meeting and
considered the staff report, oral report, the testimony, and the written evidence submitted by and
on behalf of the applicant, and by members of the public; and,
WHEREAS, on September 12, 2023, the Planning Commission recommended that the
City Council approve Commission Determination No. 65; and,
WHEREAS, the proposed action is exempt from the California Environmental Quality Act
(CEQA) pursuant to CEQA Guidelines Section 15301 because the proposed action applies only to
specified activities occurring at existing facilities.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS:
SECTION 1. CALIFORNIA ENVIRONMENTAL QUALITY ACT. The City Council
hereby determines that the proposed action is exempt from environmental review in accordance
with California Environmental Quality Act (CEQA) Guidelines Section 15301 pertaining to
existing facilities and direct the Development Services Department to file a Notice of Exemption
with the county clerk.
SECTION 2. FINDINGS FOR APPROVAL. In accordance with Section 18.12.040 of the
Redlands Municipal Code, the City Council hereby makes the following findings for approving
Commission Determination No. 65:
A) The use is in conformity with the stated intent and purpose of the zone.
Activities involving the composting of organic wastes, particularly including food waste,

substantially conform to the stated intent and purpose of the A-1-20 zone because the
purpose of the A-1-20 zoning district is to provide areas to be utilized for agricultural and
composting recycling purposes.
B) Field Investigations have disclosed that the subject use and its operation are compatible
with the uses permitted in the zone wherein it is proposed to be located.
The project site, which comprises the entire A-1-20 zoning district, is located immediately
east of the San Timoteo Landfill and south of a nursery. Otherwise, the surrounding area
consists of undeveloped land featuring rugged, vegetated terrain. Permitted uses in the A-
1-20 zone include agriculture, horticulture, very low density residential, composting
recycling, grange halls and equestrian facilities. No existing or reasonably foreseeable
incompatible land uses are located or are anticipated to be established within the vicinity
of the project site. The processing of food waste at existing composting recycling facilities
does not create undue potential for land use conflicts or nuisances to occur.
C) The subject use is similar to one or more uses permitted in the zone within which it is
proposed to be located.
The proposed activity is substantially similar to composting recycling operations, which
are permitted by conditional use permit in the A-1-20 Agricultural District. According to
the Municipal Code, composting materials include organic waste, such as food material.
Therefore, the subject use is similar to those uses allowed in the A-1-20 zoning district.
D) The subject use will not cause substantial injury to the use of property in any abutting
zone.
The project site, which comprises the entire A-1-20 zoning district, encompasses an
approximately 20-acre portion in the northwest area of an approximately 160-acre parcel.
The south and east sides of the project site abut the other portions of the same property
consisting of undeveloped open space featuring rugged, vegetated terrain. Surrounding
uses include a nursery to the north and a landfill to the west. The project site is
surrounded by the A-1 Agricultural zoning district in which permitted uses include
compatible uses such as apiaries, farms, ranches, horse boarding, orchards and very low
density residential. The proposed activity will not cause substantial injury to the use of
property in the abutting zone because the activity does not involve potentially dangerous
conditions such as those caused by excessive noise, vibration, light, electromagnetic
interference, or use of hazardous/radioactive waste.
SECTION 3. APPROVAL OF REQUEST. The City Council hereby approves Commission
Determination No. 65 classifying food waste processing as a Permitted use at composting
recycling facilities in the A-1-20, Agricultural zoning district, based on the findings provided
herein.

SECTION 4. EFFECTIVE DATE. This Resolution shall take effect upon adoption.
