HomeMy WebLinkAbout6194_CCv0001.pdf RESOLUTION NO. 6194 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS HONORING THE RETIREMENT OF ALAN K. MARKS COUNTY COUNSEL FOR THE COUNTY OF SAN BERNARDINO WHEREAS, effective the 12th of September, 2003 Alan K. Marks, County Counsel for the County of San Bernardino,will be retiring after 33 years of exemplary service to the County of San Bernardino including 25 years as County Counsel; and WHEREAS,the Mayor and City Council find it appropriate to recognize Alan K. Marks for his significant contributions to the citizens of San Bernardino County; and WHEREAS, the City Council of the City of Redlands exercises sovereignty,dominion and control over the incorporated territory of the City of Redlands; and WHEREAS, the retirement event for Alan K. Marks will be at 508 Alvarado Street, Redlands, to coincide with his retirement on the evening of the twelfth of September, 2003; and WHEREAS,the retirement event will also serve the dual purpose of the last County Counsel staff meeting with Alan K.Marks,no closed session memos will be required and dress code is Friday black tie casual; and WHEREAS,it is only fitting and proper that this retirement event be held in a location within the unincorporated area of the County under the jurisdiction of the County(and in close proximity to the services of County Fire and the Sheriff); and WHEREAS, the San Bernardino County Local Agency Formation Commission, for lack of precedent and concern over future precedent, has declined to approve this action, but sends its congratulations to Alan and Cheri Marks and their family; NOW, THEREFORE, BE IT RESOLVED THAT for the 12th day of September only, between the hours of 5:00 and 9:00 p.m., 508 Alvarado Street, Redlands, is hereby declared an unincorporated donut hole of the County of San Bernardino, hereinafter referred to as "Alan's Majestic Donut Hole on Alvarado; and BE IT FURTHER RESOLVED THAT the staff of the San Bernardino County Counsel, as the lead agency, has conducted an unofficial initial environmental assessment and has determined that the removal of"Alan's Majestic Donut Hole on Alvarado" from the jurisdiction of the City of Redlands for four hours on a Friday night will have no greater impact on municipal service or traffic patterns than Thursday's Market Night, thereby justifying a negative declaration of environmental impact; (Thus, County Counsel staff are prepared to defend the removal against any action filed by groups such as "The Coalition to Save Alan's Majestic Donut Hole on Alvarado," "Citizens for a Safer Donut Hole on Alvarado," "Friends of Alan's Majestic Donut Hole on Alvarado," "The CM CC Council PW Rcso 6194.wpd 1 Colonial Majestic Donut Hole Development Group," etc.); BE IT FURTHER RESOLVED THAT the City will continue to provide water,sewer,trash disposal and other non-law enforcement services to Alan's Majestic Donut Hole on Alvarado for the duration of this retirement event. BE IT FINALLY RESOLVED THAT the Mayor and City Council of the City of Redlands hereby recognize Alan for his years of dedicated service and offer their sincere congratulations and best wishes to Alan and Cheri Marks and their family on the occasion of Alan's retirement. This honorary resolution, which has no legal effect, is adopted this 2nd day of September, 2003 in the City of Redlands, County of San Bernardino, State of California.
