A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS APPROVING THE
APPLICATION OF THE HOUSING AUTHORITY FOR THE COUNTY OF SAN BER_NARDINO
FOR PRELIMINARY LOAN FOR LOW-RENT HOUSING PROJECTS OF NOT TO EXCEED
TEN DWELLING UNITS
WHEREAS, it is the policy of this locality to eliminate substandard
and other inadequate housing, to prevent the spread of slums and blight,
and to realize as soon as feasible the goal of a decent home in a suit-
able living environment for all of its citizens; and
WHEREAS, under the provisions of the United States Housing Act of
1937, as amended, (herein called the "Act") the Department of Housing
and Urban_ Development (herein called "HUD" ) is authorized to provide
financial assistance to local public housing agencies (hereinafter
called "Local Authority") for undertaking and carrying out preliminary
planning of low-rent housing projects that will assist in meeting this
goal; and
WHEREAS, the Act provides that there shall be local determination
of need for low-rent housing to meet needs not being adequately met by
private enterprise and that HUD shall not make any contract with a
Local Authority for Preliminary Loans for surveys and planning in
respect to any low-rent housing projects unless the governing body of
the locality involved has by resoltuion approved the application of the
Local Authority for such Preliminary Loan; and
WHEREAS, Section 34313 of the California Health and Safety Code,
as amended, provides that no low--rent housing project shall be devel-
oped, constructed, or owned by the Local Authority until the governing
body of the locality has by resolution approved such projects; and
WHEREAS , pursuant to Section 15 (7) (b) of the Act, as amended, it
is necessary that the local governing body enter into a Cooperation
Agreement with the Local :authority providing for local cooperation in
connection with such low-rent housing project; and
WHEREAS, pursuant to Section 34515 of the Health and Safety Code
express authority is given for local governing bodies to enter into
agreements with housing authorities providing, for local cooperation
with respect to low-rent housing projects; and
WHEREAS, pursuant to and in compliance with the provisions of
Section 34516 of the California Health and Safety Code, this governing
body did on March 6, 1979 , adopt a resolution authorizing the publica-
tion in a newspaper of general circulation, on June 7 and 13 , 1979, of
a notice of a public hearing to be held on March 20, 1979, before this
governing body for the puYpose of giving all interested persons an
opportunity to be heard as to whether such Cooperation Agreement
should be entered into; and there has been made available at least
three copies of the proposed Cooperation Agreement for inspection by
interested persons prior to the mentioned public hearing; and
WHEREAS, the City Council of the City of Redlands, after having
held a public hearing and giving all interested persons an opportunity
to be heard, pursuant to the provisions of the California Housing
Cooperation Law (being Chapter 2 of Part 2 of Division 24 of the
California Health and Safety Code) , entered into a Cooperation Agree-
ment on March 20, 1979, with the Local Authority. Also on March 20,
1979, the City Council of the City of Redlands approved Resolution No.
3566, approving the development, construction, and ownership of low-
rent housing project, of not to exceed forty-five (45) dwelling units;
and
WHEREAS , the notices for a public hearing having been published
as provided, and this governing body has held a public hearing starting
at the hour of 7 : 00 P.M. on the 17th day of June, 1980, giving all
interested persons an opportunity to be heard as to whether the pro-
posed application and loan should be approved, which said hearing has
been concluded with all matters in connection therewith having been
fully considered by this body;
NOW, THEREFORE, be it resolved by the City Council of the City of
Redlands, as follows:
1. There exists in this locality a need for such low-rent
housing at rents within the means of low--income families
or persons .
2 . The application of the Local Authority to HUD for a Pre-
liminary Loan in the amount not to exceed $5, 000 . 00 for
surveys and planning in connection with low-rent housing
projects of not to exceed ten (10) dwelling units
is hereby approved.
3 . This Resolution shall become effective immediately.
ADOPTED, SIGNED AND APPROVED this 17th day of June, 1980.

On March 20 , 1979, the City Council adopted Resolution No.
3566 approving the development of up to 45 units of low-
rent housing in Redlands and entered into a cooperation
agreement with the San Bernardino County Housing Authority
for such construction. On May 8 , 1980 , the Housing Commis-
sion approved the request of the Housing Authority of San
Bernardino County to proceed with the acquisition of two
sites in the City of Redlands for the purpose of construct-
ing two public housing projects that will be owned and
managed by the County Housing Authority. The first site
located at 108 West Cypress Avenue will contain up to five
two-bedroom units and the second site located at 48 San
Mateo Street will contain up to eleven two-bedroom units.
On motion of Councilman Riordan, seconded by Councilman
Roth, Council set public hearing for June .17 , 1980, at
7 : 00 P .M. on Resolution No. 3680, a resolution of the City
Council approving the application of the Housing Authority
for the County of San Bernardino for preliminary loan for
low-rent housing projects of not to exceed forty-five
dwelling units.
There being no further business, Council adjourned to an
executive session.

SUBJECT: Resolution No. 3690 and Public Housing Sites:
Two Actions are requested by the City Council :
1. Council approval action has been requested by the
San Bernardino County Housing Authority for acqui-
sition of two public housing sites located at 108
Vilest Cypress Avenue and 43 San Mateo Street res-
pectively.
The item requires public hearing before the
Council . Notice of hearing was published on June
3, 1980 and June 10, 1980 .
R. Ann Siracusa , Director of Office of Community
Development and Albert Harkins, Executive Director
of the County Housing Authority have been requested
to participate in the hearing.
2 . Council adoption of Resolution No . 3680 is requested
which approves the application of the San Bernardino
County Housing Authority for a preliminary loan in
the amount not to exceed $22 , 500 . 00 for surveys and
planning in connection with low-rent housing projects
of not to exceed 45 dwelling units .
The item also requires public hearing before the
City Council .

SUBJECT HOUSING C0114MISSION RECOMMENDATIONS
On May 8, 1980 the Housing Commission approved the request
of the Housing Authority of San Bernardino County to pro-
ceed with the acquisition of two sites in the City of
Redlands for the purpose of constructing two public hoes.-ng
projects that will be owned and managed by the County
Housing Authority. The first site located at 108 West
Cypress (see map) will contain up to 5 two bedroom units
and the second site located at 48 San Mateo Court (see map)
will contain up to 11 two bedroom units.
The Council must hold a newspaper advertised public hearing
for approval of the sites. Approval of the sates for public
housing does not commit the City to approval of the projects.
The projects must comply with all city standards.
On I-larch 20, 1979 the City Council adopted Resolution 3566
approving the development of up to 45 units of low rent
housing in Redlands and entered into a cooperation agree-
ment with the San Bernardino County Housing Authority for -
such construction .
City Council action will be as follows:
1.. On May 20, 1980 set public hearing date of ,lune 3 ,
1980 for consideration of the 2 sites . (sample of
newspaper notice attached which is to bet published
ten (10) days before meeting) .
2 . Instruct City Clerk to advertise in newspaper on
I+ a �--1-940 and May 2111 ,--:1g8-9 a notice of public
hearing relative to the adoption of a resolution
3� approving the application of the Housing Authority
of the County of San Bernardino for a preliminary
loan in the amount of $22 , 500 . 00 for surveys and
planning in connection with low rent housing projects,

NOTICE OF NEARING
NOTICE IS HEREBY GIVEN that the City Council, of the City of
Redlands will conduct a public hearing on Tuesday, June 3`1
3980 at : 00 p.m. to consider testimony pursuant to Article
34 requirements for site approval, and the proposed construc-
tion of up to sixteen two-bedroom Public Housing rental units
to be located at 108 West Cypress Avenue (5 units) and 48 San
Mateo Court (11 units) ; funding for said project to be through
the United States Department of Housing and Urban Development.
SAID HEARING will be conducted in the City Council Chambers
located at 212 Brookside Avenue, Redlands, CA, when and where
all interested parsons may attend and be heard,
