HomeMy WebLinkAbout2822_CCv0001.pdf RESOLUTION NO. 2622 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING A HOUSING COMMISSION WHEREAS , the Mayor of the City of Redlands appointed a Hous- ing Task Force to investigate the need for adequate housing at a fair cost to low income and elderly residents of the City of Redlands , and WHEREAS , the Task Force completed nearly a year of study, analysis and evaluation of the requirements of dwelling units for such residents and submitted to the City Council a preliminary report of the general housing needs of the community and made cer- tain constructive recommendations for practical, economic and socially beneficial solutions, and WHEREAS , one of the Task Force' s primary recommendations was the establishment of a Housing Commission to further explore and specify requirements of Redlands and to carry out the recommenda- tions of the Task Force with a positive plan of action in the housing field; BE IT HEREBY RESOLVED: Section 1. That a Housing Commission, consisting of nine members, is hereby established for the purpose of advising the City Council on all matters related to the improvement of housing conditions, particularly for elderly and low income residents of the City. Section 2. That the members of said Housing Commission and all successors, as identified by the office numbers hereinafter designated, shall serve for terms set forth after such offices, as follows: office Term 1 4 years 2 4 years 3 4 years 4 3 years 5 3 years 6 3 years 7 2 years a 2 years 9 2 years Section 3. That the duties, responsibilities and procedures of the Commission shall include: (a) To investigate living, dwelling, and housing conditions and the means anal methods of improving such conditions . (b) To determine where slum areas exist or where there is a shortage of decent, safe, and sanitary dwelling accom- modations for persons of low income. (c) To make studies and recommendations relating to the problem of clearing, replanning, and reconstructing of slum areas and the problem of providing dwelling accom- modations for persons of low income. (d) To engage in research and studies on the subject- of hous- Ing. (e) To make available to agencies charged with the duty of abating nuisances or like conditions or demolishing un- safe or insanitary structures its findings and recom- mendations with regard to any building or property where conditions exist which are dangerous to the public health, morals , safety, or welfare. (f) To make recommendations to the Planning Commission and City Council on matters pertaining to all types of hous- ing, with particular emphasis on various low income and elderly housing proposals. (g) To adopt such rules of procedure as maY be required to discharge its duties and responsibilities, subject to approval by the, City Council. Section 4. The Housing Commission shall provide information regarding solutions to housing needs to all individual citizens and interested groups, and extend advice and assistance in construc- tion, financial and social matters related to housing. Section 5. The Housing Commission shall be the agency -through I which individuals and groups may work in housing improvement, in- cluding the determination of Federal and/or State programs that may be used for the benefit of the citizens of the Greater Redlands community. - ADOPTED and signed this 16h day of June, 1970. 4L.- ATTEST ay r of the City 1Redlands ci6Werk -ion No. 2822 Resolut pane two
