HomeMy WebLinkAbout4074_CCv0001.pdf RESOLUTION NO. 4074 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ADOPTING THE RECOMMENDATION OF THE AD HOC CITY-OWNED HOUSING COMMITTEE WHEREAS, the City-owned housing in the central City area has been serving the following purposes for the City of Redlands for many years: 1. A ready sourse of land for possible expansion of public facilities; 2. Low rent housing to households that could not afford higher cost housing; 3 . City assets which can be sold if a fiscal crisis occurs; 4 . Generation of a positive cash flow for the City ' s General Fund; and WHEREAS, in addition, the City could use these properties to pro- vide the following beneficial services: 1. As models of appropriate restoration, alteration and/or maintenance of historic resources; 2. As sites for home improvement workshops for the public, sponsored by the Historic and Scenic Preservation Comission; and WHEREAS, cities are required by State Statute to assist in the development of adequate housing to meet the needs of the low- and moderate-income households (see Government Code Section 65583.C. 2) . NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redlands that these properties be retained in City ownership, to be used for: 1. A ready source of land for possible expansion of public facilities; 2. Low rent housing for low-income, disabled, or senior citizens and other households who could qualify for Section 8 Housing Assistance Payments, except that upstairs units may be rented to non-senior or non-disabled low-income citizens if other qualified applicants are unavailable; 3 . City assets which can be sold if a fiscal crisis occurs. BE IT FURTHER RESOLVED that all income from these rental units be segregated and any income in excess of operating expenses be reinvested in the properties to upgrade them. ADOPTED, SIGNED AND APPROVED this 18th day of June, 1985. Generation of a positive cash flow for the City's General Fund 2. Cities are required by State Statute to assist in the development of adequate housing to meet the needs of the low and moderate income households (See Government Code Section 65583.C.2. ) The above items are being recommended by the committee to be incorporated into the proposed resolution. OTHER RECOMMENDATIONS AND CONSIDERATIONS 1. Establish a program with written guidelines for rental applications and selection of future tenants. 2. Consideration should be given to the expansion needs of the bowl, library, and senior center in terms of parking impaction problems. 3. Consideration for Community Development Block Grant Funding to make repairs to the homes. 4. Consideration be given to the current residents if any new programs are adopted through the use of a contingency plan. 5. Consideration for a senior nutrition site in and around the core area and its impact on the city owned homes. 6. A one time review by the Department of Building and Safety to review the integrity of the homes and make recommendations for repairs. DAN-=ROftTGU Z Community Services Administrator
