RESOLUTION AUTHORIZING THE FILI'NG OF A
FEASIBILITY SURVEY APPLICATION
THE CITY COUNCTI, OF THE CITY OF REDLANDS DOES RESOLVE AS
FOLLOWS :
WHEREAS , under Title I of the Housing Act of 1949 , as amended,
the Secretary of Housing and Urban Development is authorized to
extend financial assistance to local public agencies for surveys
of urban areas to determine whether the undertaking of urban re-
newal projects therein may be feasible; and
WHEREAS Title VI of the Civil Rights Act of 1964 prohibits
discrimination on the basis of race, color or national origin
under any program, or activity receiving Federal financial assistance
and Executive order 11063 prohibits discrimination on basis of race,
color, creed or national origin in sale , lease or other disposition
of residential property (including land intended for residential
use) or in the use or occupancy thereof, and
WHEREAS it is desirable and in the public interest that the
Redevelopment Agency of the City of Redlands conduct such a survey
in the urban area situated in the City of Redlands , County of San
Bernardino, and State of California, and generally described as
follows starting at the northwest corner:
The southern right of way of U.S. 10 east to,
The southern right of way of Central Avenue west to,
The eastern right of way of Church Street south to,
The southern right of way of Clark Street west to,
The western right of way of Eureka Street north to,
The southern right of way of Olive Street west to,
The western right of way of Parkwood Drive north to,
The rear property line of the lots on the cast of
San Gorgonio Street north to,
The southern right of way of State Street west to,
The western right of way of Texas Street north to,
The southern right of way of U.S . 10 .
WHEREAS the Redevelopment Agency of the City of Redlands
intends to initiate the planning of an urban rene-oial project in
the said urban area after the aforementioned survey, provided that
the undertaking of an urban renewal project therein is deemed
feasible; and
WHEREAS the City Council of the City of- Redlands is cognizant
of the conditions that are imposed in the undertaking and carrying
out of urban renewal projects with Federal financial assistance
under Title 1 , including the requirements that the locality present
to the Secretary o-f Housing and Urban Development, as a pre-
requLsite to approval of the application described below, a
Workable Program for Community improvement, as set forth in
Section 101 (c) of Title I , for utilizing appropriate public and
private resources to eliminate and prevent the development or
spread of slums and urban blight:
NOW, THEREFORE , BE IT RESOD,TD PY THE CITY COUNCIL OF THE CITY
OF REDLANDS OF THE REDEVELOPMENT AGENCY OF THE CITY OF REDLANDS :
1. That the undertaking by the Redevelopment Agency of the
City of Redlands of a survey in said urban area to determine
whether the undertaking of an urban renewal project therein may
be feasible is hereby approved.
2 . That the financial assistance provided under Section 102
of the Housing Act of 1949 , as amended, is necessary to enable the
Redevelopment Agency of the City of Redlands to finance such a survey.
3. That the United States of America and the Secretary of
Housing and Urban Development be , and they hereby are , assured of
full compliance by the Redevelopment Agency of the City of Redlands
with regulations of the Department of Housing and Urban Develop-
ment effectuating Title VI of the Civil Rights Act of 1964 .
4 . That the filing of an application by the Redevelopment
Agency of the City of Redlands for an advance of funds front the
United States of America in an amount not to exceed $209 , 869 for
conducting such a survey in said urban area is hereby approved
and that the Executive Director of the Redevelopment Agency of the
City of Redlands is hereby authorized and directed to execute and
file such application with the Secretary of Housing and Urban
Development, to provide such additional inforimatt-'Lon and to furnish
such documents as may be required by said Secretary , and to act as
the authorized representative of the Redevelopment Agency of the
City of Redlands .
