HomeMy WebLinkAbout4766_CCv0001.pdf RESOLUTION NO. 4766 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ADOPTING THE GOALS OF THE PROPOSED I-10 TRANSPORTATION CORRIDOR LANDSCAPE MASTER PLAN AND REQUIRING THE COORDINATION OF ALL PROPOSED DEVELOPMENT WITHIN SAID CORRIDOR WHEREAS, the City of Redlands entered into Joint Exercise of Powers Agreement No. 90-36 on June 4, 1990 , with the County of San Bernardino and the cities of Colton, Fontana, Highland, Loma Linda, Montclair, Ontario, Rialto, San Bernardino, Upland, and Yucaipa for the purpose of establishing the Corridor Beautification Authority; and WHEREAS, the Corridor Beautification Authority was established to provide for the administration of a consolidated program of beautifi- cation and maintenance along freeway corridors within San Bernardino County; and WHEREAS, the first project of the Corridor Beautification Authority is the development and implementation of a landscape master plan for the I-10 Freeway corridor ; and WHEREAS, the Corridor Beautification Authority has adoptee: goals for the proposed I-10 Transportation Corridor Landscape Master Plan on March 21, 1991; and WHEREAS, implementation of the goals of the proposed I-10 Transportation Corridor Landscape Master Plan require that any proposed development within 500 feet north and south of the center line of the I-10 Freeway to coordinate with the Master Plan; and WHEREAS, all parcels or portion of parcels within the corridor would be affected by the I-10 Transportation Corridor Landscape Master Plan; and WHEREAS, the Corridor Beautification Authority has requested the adoption of the goals of the proposed I-10 Transportation Corridor Landscape Master Plan by each jurisdiction participating in the Authority; and WHEREAS, each jurisdiction in the Corridor Beautification Authority is requested to require the coordination of all proposed development within the corridor by the Authority. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Redlands does hereby find, determine, and order as follows: Section 1_ The goals of the proposed I-10 Transportation Corridor Landscape Master Plan are adopted as follows : Goal 1 : The intent of the I-10 Transportation Corridor Landscape Master Plan is to establish a permanent, enduring landscape for the freeway corridor from Montclair to Yucaipa. Goal 2: The I-10 Transportation Corridor Landscape Master Plan shall establish a landscape design which unifies the freeway corridor while recognizing the individuality of each community. Goal 3 : The I-10 Transportation Corridor Landscape Master Plan shall be formulated within a framework of regional cooperation . Goal 4: The I-10 Transportation Corridor Landscape Master Plan shall pursue appropriate measures to provide permanent protection of the scenic qualities and the landscape improvements of the corridor Goal 5: The I-10 Transportation Corridor Landscape Master Plan shall pursue development of this corridor free of off-site advertising. Goal 6: The Authority shall develop design standards for on-site advertising visible from the freeways and shall encourage member agencies to adopt these design standards . Goal 7 : The I-10 Transportation Corridor Landscape Master Plan shall demonstrate environmentally responsible planning and management. Goal 8 : The I-10 Transportation Corridor Landscape Master Plan shall develop financing techniques to provide for the landscape improvements within the corridor . Section 2. The City Council does order that any and all proposed development within 500 feet north and south of the center line of the I-10 Freeway be coordinated with the proposed I-10 Transporta- tion Corridor Landscape Master Plan. All parcels and/or portions of parcels within this corridor are affected by this resolution . Section 3 . The coordination of any or all proposed development with the proposed corridor Master Plan, shall continue until adoption of the final I-10 Transportation Corridor Landscape Master Plan and Corridor Design Guidelines by the City of Redlands City Council .
