A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
PROVIDING FOR THE SUBMISSION TO THE QUALIFIED VOTERS OF THE CITY
OF REDLANDS OF AN INITIATIVE ORDINANCE RELATING TO A UTILITY
USERS TAX TO BE HELD ON TUESDAY, JUNE 5, 1990 , AND AMENDING
RESOLUTION NO. 4605
WHEREAS, the City Council of the City of Redlands ,
California (the "City Council" ) adopted Resolution No. 4605
calling and giving notice of a special municipal election
therefor, and requested the Board of Supervisors of the County of
San Bernardino to consolidate said election with the Statewide
direct primary election to be held on Tuesday, June 5 , 1990; and
WHEREAS, Elections Code Section 23302 requires the
City, at least 88 days . prior to the date of the consolidated
election called by Resolution No. 4605 , to file with the Board of
Supervisors of the County of San Bernardino and the County Clerk,
a resolution of the Redlands City Council setting forth the exact
form of any question or proposition to appear on the ballot; and
WHEREAS, it is the desire of the City Council to amend
the ballot language to clarify the priorities of programs upon
which the proceeds of the utility users tax will be expended
upon; and
WHEREAS, the Registrar of Voters for the County of San
Bernardino has consented to extend the time in which the City' s
resolution must be submitted to allow the Redlands City Council
to amend Resolution No. 4605 to clarify the text of the ballot
question contained therein;
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS:
Shall Ordinance No. 2111 be adopted to
levy a utility users tax on the
citizens of Redlands in an amount not
to exceed two and one-half percent
(212%) , and with exemptions for seniors
and low income persons, to: increase YES
j personnel in Police and Fire
li Departments, maintain competitive
salaries, based upon a survey of l
i surrounding communities, to attract and l
i retain highly qualified public safety I
personnel; establish an anti-gang/drug i
task force, enhance its D.A. R.E. I
program, and purchase earthquake and i
disaster preparedness equipment; expand
I paramedic services ; fund other NO
emergency and public safety related
services; and shall the City' s
appropriation limit be increased by the
amount of revenue derived from the paid
tax? 1
Section 2 . Section 4 of Resolution No. 4605 is
hereby amended to extend the deadline for the last day for
receipt of primary arguments for or against the initiative
ordinance to 5 : 00 P.M. on March 19, 1990 , in the City Clerk' s
Office, City Hall, 30 Cajon Street, Redlands, California.
Section 3 . Section 5 of Resolution No. 4605 is
hereby amended to extend the deadline for the last day for
receipt of rebuttal arguments to 5: 00 P.M. on March 23 , 1990, in
the City Clerk' s Office at the above location.
Section 4 . The City Clerk of the City of
Redlands is hereby directed to file a certified copy of this
resolution with the Board of Supervisors of the County of San
Bernardino, the County Clerk and the Registrar of Voters of the
County of -San Bernardino.
