A RESOLUTION OF THE CITY COUNCIL OF REDLANDS, CALIFORNIA TO
FORM AN INTERLOCAL AGREEMENT WITH THE CITY OF MORENO VALLEY,
CALIFORNIA TO TRANSFER REGIONAL HOUSING NEEDS ASSESSMENT
(RHNA) FUTURE NEED ALLOCATIONS FOR THE 5 YEAR PLANNING PERIOD
OF JULY, 1989 TO JULY, 1994
WHEREAS, the Southern California Association of
Governments (SCAG) has determined that the RHNA 1989-1994
Future Housing need for the City of Redlands is 3981 units;
and
WHEREAS, the City of Redlands prefers establishing
it 's 1989-1994 housing need at 2000 units to coordinate rate
of growth with service delivery capacity; and
WHEREAS, SCAG has determined that the RHNA Future
Housing Need for the City of Moreno Valley is 17 ,741 units;
and
WHEREAS, the City of Moreno Valley prefers
establishing it 's 1989-1994 future housing need at a level
reflecting approved projects commensurate with adopted
development agreements which is higher than the RHNA allo-
cations; and
WHEREAS, this Resolution does not imply acceptance
of SCAG RHNA methodology by the City of Redlands or the City
of Moreno Valley; and
WHEREAS, the Cities of Moreno Valley and Redlands
want to cooperate in achieving the long term goals of SCAG to
supply adequate housing to meet demand and take reasonable
actions to achieve a jobs-housing balance and to achieve the
concurrent goals of improving regional air quality and
transportation; and
WHEREAS, the Cities of Redlands and Moreno Valley
are in close geographic proximity; and
WHEREAS, a transfer of RHNA allocations between
the Cities of Redlands and Moreno Valley will not reduce the
effectiveness of SCAG' s growth management plan and will serve
to accomplish the plan 's stated goals;
THEREFORE, be it resolved by the Cite Council of
the City of Redlands:
1 . That the City of Redlands does agree to transfer
1981 of it 's SCAG designated 1989--1994 RHNA units
to the City of Moreno Valley.
2 . That this agreement shall become effective upon
adoption of a reciprocal agreement by the City of
Moreno Valley.
