RESOLUTION AUTHORIZING EXECUTION OF A JOINT POWERS AGREEMENT BY THE
A o K SDv ILEY LIBRARY.
WHEREAS , Public Libraries are maintained and operated by the cities
of REDLANDS , POMONA , PASADENA, SOUTH PASADENA, ALHAMBRA, GLENDALE, BURBANK,
WHITTIER, FULLERTON , OR.,"NG:E, RIVERSIDE, and SAN BERNARDINO ; and
WHEREAS , each of these public agencies provides the necessary public
funds for the operation of its public Library; and
WHEREAS , each of the public agencies has the power to approve the
expenditure of funds on the part of the public library for the pro—
curing of films to be made available to persons utilizing the public
library facilities ; and
WHEREAS , a common film or audio visual inventory will greatly increase
the availability of a more extensive supply of films or audio visual media,
t1n=eby providing additional benefit to all persons using the respective
library facilities as the same are maintained by each of the public agen-
cies ; and
WHEREAS , the public agencies are authorized to contract with each
other for the joint exercise of any common power under Article I , Chapter
5 , Division 7 , Title I , of the Government Code of the State of California.
BE IT HEREBY RESOLVED:
SECTION ONE: That the A.. K. SMILEY LIBRARY shall be authorized by the
City Council of the City of Redlands to participate in a common pool or
supply of film and audio visual material which shall be made available to
the public library of each of the contracting parties on a participating
basis ;
SECTION TWOG That the A K. SMILEY LIBRARY is hereby authorized and
empowered to execute a Joint Powers Agreement providing for a common pool
or supply of film and audio visual materials with the following cities :
POMONA, PASADENA, SOUTH i'ASADENA, ALHAMBRA, GLENDALE, BURBANK,
`rdHITTIER, FULLERTON, ORANGE, RIVERSIDE, and SAN BERNARDINO.
SECTION THREE: That the Joint Powers Agreement shall be administered
by "THE SOUTHERN CALIFORNIA LIBRARY FILM CIRCUIT COMMISSION't , an agency
separate from the entities of the parties to the agreement with powers
and duties specified in said agreement .
SECTION FOUR: That A.K. SMILEY LIBRARY is hereby authorized to con—
tribute $500.00 to the operating fund of the Commission,
SECTION FIVE: The President of the Board of Directors and the
Librarian of A. Ko SMILEY LIBRARY are authorized to sign and execute the
Joint Powers Agreement , a copy of which is attached to this Resolution,
