A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
ORDERING THE WORK IN CONNECTION WITH ANNEXATION NO. 6 TO
LANDSCAPE MAINTENANCE DISTRICT NO. 1
WHEREAS, the City Council of the City of Redlands did on the 20th
day of August, 1991, adopt its Resolution of Intention No. 4792 to
order the therein described work in connection with Annexation No.
6 to Landscape Maintenance District No. 1, which Resolution of
Intention No. 4792 was duly and legally published in the time, form
and manner as required by law, shown by the affidavit of
Publication of said Resolution of Intention on file in the office
of the City Clerk; and
WHEREAS, after the adoption thereof, notice of the passage of said
Resolution of Intention, headed "Public Notice" , was duly and
legally posted in the time, form, manner, location, and number as
required by law, as appears from the Affidavit of Posting said
notices, on file in the office of the City Clerk; and
WHEREAS, after the adoption thereof, notices of adoption of the
Resolution of Intention were duly mailed to all persons owning real
property proposed to be assessed for the improvements described in
said Resolution of Intention No. 4792, according to the names and
addresses of such owners as the same appears on the last mailing or
as known to the City Clerk of the City of Redlands, which said
copies were duly mailed in the time, form and manner as required by
law, as appears from the Affidavit of Mailing on file in the office
of the City Clerk; and
WHEREAS, said City Council having duly received and considered
evidence, oral and documentary, concerning the jurisdiction facts
in this proceeding and concerning the necessity for the contem-
plated work and the benefits to be derived therefrom and said City
Council having now acquired jurisdiction to order the proposed
work; and
WHEREAS, said City Council has determined that a majority protest
does not exist;
SECTION 1. It is hereby resolved by the City Council of the City
of Redlands that the public interest and convenience requires the
annexation to the district and the ordering of the work, and said
City Council hereby orders that the work, as set forth and
described in said Resolution of Intention No. 4792 , be done and
made; and
SECTION 2 . Be it further resolved that the report filed by the
Engineer is hereby finally approved; and

SECTION 3. Be it finally resolved that the assessments for fiscal
year 1991-92 and method of assessment in the Engineer's Report are
hereby approved.

Dear Ms. Poyzer.
Enclosed is a copy of a letter to Ms. Paula McGrew regarding an
annexation to the City of Redlands Landscape Maintenance District
No. 1. In the letter I recount several items of work that must be
undertaken by the city staff.
Included in the letter is the information regarding the distri-
bution of copies of the report for the August 20, 1991, City Council
meeting. Please review the letter and if you have any questions
regarding these suggested procedures, please contact me.
The third resolution in the booklet is the City Council's reso-
lution of intention of holding a public hearing to consider any
public comments regarding the annexation into the Landscape
Maintenance District. This resolution must be published once at
least ten days prior to September 3, 1991, which is the date for
the public hearing.
Please note that I included the resolution numbers in the report
as you provided to my staff on July 23.
I am also enclosing an unbound copy of the report for your use.
You had previously requested this on future reports.

Dear Ms. McGrew:
Enclosed are twenty copies of the booklet containing the Engineer's
Report and associated resolutions for the Annexation No. 6 to Land-
scape Maintenance District No. 1 in the City of Redlands. This
involves the boundaries of CRA 517, CRA 628, CRA 624, CRA 3050,
Tract 13575, CUP 550, CRA 623 , CUP 542, M/S 210 and M/S 201. The
originals of the Assessment Diagram are included and should be
delivered to, and filed with, the City Clerk. The copies of the
booklet should be distributed for the August 20, 1991, Council
meeting.
Included in the booklet are four resolutions and the Engineer's
Report. For your information I will summarize the contents of the
booklet and suggest procedures to be followed which will result in
the formation of the district.
1. The Engineer's Report outlines the improvements which will
be installed and estimates the dollar value required for
the maintenance of the improvements and incidental
expenses through the end of the 1992-93 Fiscal Year.
2 . The first resolution appoints the Engineer of work for the
district and orders the preparation of the Engineer's
Report. The second resolution gives preliminary approval
of the Engineer's Report. The third resolution is the
Council 's declaration of intention of ordering the annexa-
tion to Landscape Maintenance District No. 1, specifying
the boundaries of the district, and setting September 3,
1991 as the date for the public hearing to consider the
formation. The first three resolutions in the booklet
should be adopted by the City Council at their August 20,
1991, meeting and should be consent calendar items.

3 . I am also including an Affidavit of Posting of Notice of
Improvement which will be required to be executed by Joe
Hopper as the Street Services Engineer certifying that he
has posted the property in compliance with the order of
the City Council. The Notice of Improvement should be
posted at intervals of not more than 300 feet along the
streets within and surrounding the proposed assessment
district.
4 . Following the City Council's adoption of the third resolu-
tion of the booklet (Resolution of Intention) , an executed
copy should be mailed by the City Clerk to the owners of
record on the attached listing.
The City Clerk should certify the mailing of the copy of
the resolution.
5 . The last resolution within the booklet is a resolution
which will be adopted following the public hearing on
September 3 , 1991. It either approves or modifies and
approves the Engineer's Report, forms the district, and
confirms the assessments.
6 . Following the public hearing on September 3 , 1991, the
City Clerk should obtain the signatures on the original
mylars of the Assessment Diagram and retain the map in her
files.
