HomeMy WebLinkAbout3879_CCv0001.pdf RESOLUTION NO. 3879 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ESTABLISHING A PROCEDURE FOR THE EVALUATION OF LANDSCAPING PLANS FOR PROJECTS REVIEWED BY THE PLANNING COMMISSION The processing procedure for the evaluation of landscaping plans for projects reviewed by the Planning Commission shall be as follows : 1 . Applicant shall submit a preliminary landscaping plan as a part of the initial application to be considered by the Planning Commission. 2 . Following approval of the project by the Planning Commis- sion, a detailed landscaping and irrigation plan shall be submitted to the Planning Commission for informal review and approval prior to final clearance of the application and the issuance of a building permit. 3. Prior to the issuance of a building permit, the land- scaping and irrigation plan shall be submitted to a licensed landscape architect selected by the City for plan check review. The applicant shall file a fee with the Planning Department in an amount not to exceed five percent (5%) of the landscape architect ' s estimated cost of the landscaping construction. Fees for plan check services and final inspection of the project by the landscape architect shall be on an hourly basis at a rate to be established in a contract agreement with the selected landscape architect. 4 . Following completion of the construction in accordance with the approved landscaping plans , a final inspection shall be conducted by the landscape architect. Approval of the completed landscaping construction by the landscape architect is a prerequisite for issuance of an occupancy permit by the City. 5 . Any excess fees deposited for the landscape architect ' s services shall be refunded to the applicant. The applicant shall be billed for fees not covered by the deposit. Schindler, Planning Director FOR: Council Action SUBJECT: Landscape Architect Services DATE: March 15, 1983 On March 1, 1983 Council consideration of Resolu- tion No. 3879 , a resolution establishing a procedure for the evaluation of landscaping plans reviewed by the Planning Commission, was continued for one month in order for staff to review possible legal concerns raised by the City Attorney. The attached letter from Mr. Poling indicates that the issues have been resolved. I stated to Mr. Holmes that my firm will not accept any private development projects subject to City review while I am under contract to provide landscape plan check services to the City. Mr. Holmes stated that this removes all legal concerns and no conflicts with the Government code remain at this point. Also, I would like to state at this time that my proposed services do not apply to single family homes in any way. Only projects subject to Planning Commission review would be affected.
