A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
APPROVING THE SOCIO-ECONOMIC COST/BENEFIT STUDY FOR THE
PIONEER AVENUE RESIDENTIAL PROJECT LOCATED AT THE
NORTHEAST CORNER OF INTERSTATE 210 AND PIONEER AVENUE AT
1160 WEST PIONEER AVENUE (APN: 0167-061-01-0000 and 0167-061-03-
0000).
WHEREAS, MLC Holdings, LLC, has filed applications for General Plan Amendment No.
145, Specific Plan No. 40 Amendment No. 49 (East Valley Corridor Specific Plan), Specific Plan
No. 64 Amendment No. 1 (Bergamot Specific Plan), Tentative Tract Map No. 20528 and
Commission Review and Approval No. 945 for a 117-lot single family residential development
located at the northeast comer of Interstate 210, and West Pioneer Avenue at 1160 West Pioneer
Avenue (APNs: 0167-061-01-0000 and 0167-061-03-0000) (the "Project"); and
WHEREAS on November 3, 2023, notice of the Planning Commission's public hearing for
the Project Entitlements was published in the Redlands Daily Facts and notices were mailed to
property owners within a 300 foot radius; and
WHEREAS, on November 14, 2023, the Planning Commission held a public hearing and
considered the staff report, oral report, the testimony, and the written evidence submitted by and
on behalf of the applicant and by members of the public; and
WHEREAS, on November 14, 2023, the Planning Commission recommended to the City
Council that the Socio-Economic Cost/Benefit Study be adopted; and
WHEREAS, a copy of the Socio-Economic Cost/Benefit Study and related materials for
the Project that were reviewed by the City's Planning Commission in making its recommendation
have been forwarded to the City Council; and
WHEREAS, notice of the City Council's public hearing for the proposed Project, including
the Socio- Economic Cost/Benefit Study, was published in the Redlands Daily Facts by the City
Clerk; and
WHEREAS, the City Council held a duly noticed public hearing on December 19, 2023,
at which interested persons had the opportunity to provide verbal and written testimony on the
Project and Socio-Economic Cost/Benefit Study;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS:
Section 1. The City Council of the City of Redlands herby approved the Socio-Economic
Cost/Benefit Study for the Project based upon the following findings:

A. THE PROJECT WILL NOT CREATE UNMITIGATED PHYSICAL BLIGHT
WITHIN THE CITY OR OVERBURDEN PUBLIC SERVICES INCLUDING, WITHOUT
LIMITATION, THE SUFFICIENCY OF POLICE AND FIRE PROTECTION SERVICES.
The Project will not create significant umnitigable physical blight in the City of Redlands
("City") or overburden public services, including without limitation police and fire protection
services, because the mitigation measures for environmental impacts, described in the study,
have been added to the project as Conditions of Approval.
The Project provides improvements to enhance the surrounding community through the
provision of significant areas of public open space, trail connections to the Santa Ana River
Trail, residences with architectural enhancement along all public rights -of -way, decorative
fencing and a masonry perimeter wall, and the planting of new trees on the Project site.
The Project developer will make improvements to facilitate implementation of the
Project, including the construction of adjacent roadways and roadway improvements the project
frontage. The Project would provide connections to existing City infrastructure. Utilities, less
than 66KV, will be placed underground. The Project developer is required to fund its fair share
allocation of any necessary public infrastructure associated with development of the Project.
B. THE BENEFITS TO THE CITY RESULTING FROM DEVELOPMENT OF THE
PROJECT OUTWEIGH ANY DIRECT COST TO THE CITY THAT MAY RESULT.
The Socio-Economic Cost/Benefit Study demonstrates that, annually, the Project will
generate "new net" revenues of approximately $189,331 and approximately $82,854 in cost and
have a positive balance of $106,476 (or ratio +2.29). For every dollar the City spends in providing
services to the Project, the City will receive $2.29 in "new net" revenue. The Project would provide
for the development of 117 new single family residences. Schools will be enhanced with the
payment of school fees. Further, with the additional revenue provided to the City through increased
property tax assessment, and the payment of development impact fees, indirect funding will be
provided for cultural enhancements, downtown district enhancements, public safety (Police and
Fire) enhancements, and traffic enhancements. The project also provides a public open space to
be built constructed by the project.
Section 2. Effective Date. This Resolution shall take effect upon adoption.
