CERTIFYING THE CITY' S AUTHORIZED REPRESENTATIVE
FOR EXECUTION OF A LOAN CONTRACT FOR WELL-HEAD
TREATMENT FACILITIES WITH THE
STATE WATER RESOURCES CONTROL BOARD
WHEREAS, the Agricultural Drainage Water Management
Loan program (AB1982) was authorized in February 1986 under
the Water Conservation and Water Quality Bond Law of 1986 .
The program provides low-interest loans to local agencies for
the design and construction of agricultural drainage facili-
ties .

WHEREAS, DBCP groundwater contamination is related
to past agricultural practices, the design and construction
of well-head treatment facilities is eligible for funding
under the Program.
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Redlands that:
1 . The Municipal Utilities Director is hereby
authorized and directed to sign and file, for and on behalf
of the City of Redlands , an application for a loan from the
Agricultural Drainage Water Management Loan Program under the
Water Conservation and Water Quality Bond Law of 1986 for
construction of drainage water management facilities .
2 . The City of Redlands hereby agrees and further
does authorize the aforementioned representative to certify
that it has and will comply with all applicable state and
federal statutory and regulatory requirements related to any
state 'Loan .
3 . The Municipal Utilities Director of the City
of Redlands is hereby authorized to execute the resultant
loan agreement and any amendments thereof for purpose of
securing loan funds .
