A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
RATIFYING A PROCLAMATION DECLARING THE EXISTENCE OF A
LOCAL EMERGENCY
WHEREAS, California Government Code Section 8630 et seq. empowers the Mayor to
proclaim the existence or threatened existence of a local emergency when said city is affected
or likely to be affected by a public calamity and the City Council is not in session;
WHEREAS, on the 21st day of March, 1995, Swen Larson, Mayor of the City of
Redlands, proclaimed the existence of a local emergency based on the following findings:
1. That conditions of extreme peril to the safety of persons and property arose within
said City, caused by winter storms/local flooding, and
2. That the City Council of the City of Redlands was not in session and could not
immediately be called into session; and
WHEREAS, pursuant to State law and the Redlands Municipal Code, the City Council
of the City of Redlands is required to ratify said proclamation within seven days thereafter;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redlands
that a local emergency existed throughout the City and that the proclamation signed by Swen
Larson, Mayor of the City of Redlands, on the 21st day of March, 1995 is hereby ratified.
ADOPTED, SIGNED AND APPROVED this 21st day of March, 1995.

foregoing resolution was duly adopted by the City Council at a regular meeting thereof held
on the 21st day of March, 1995, by the following vote:
AYES: Councilmembers Foster, Cunningham, Gil, Gilbreath; Mayor Larson
NOES: None

PROCLAMATION
DECLARING THE EXISTENCE OF A LOCAL EMERGENCY
WHEREAS, California government Code Section 8630 et. seq. empowers the Mayor
of the City of Redlands to proclaim the existence or threatened existence of a local emergency
when said City is affected or likely to be affected by a public calamity and the City Council is
not in session;
WHEREAS, the Mayor of the City of Redlands does hereby find:
1. That conditions of extrerne peril to the safety of persons and property have arisen
within said City, caused by winter storms/local flooding-, and
2. That the City Council of the City of Redlands is not in session and cannot
immediately be called into session;
NOW, THEREFORE, IT IS HEREBY PROCLAIMED that a local emergency now
exists throughout the City and
11' IS FURTHER PROCLAIMED AND ORDERED that during the existence of said
local ernergency, the powers, functions, and duties of the emergency organization of the City
shall be those prescribed by State law, the Redlands Municipal Code, ordinances and
resolutions of this City and the City of Redlands Emergency Plan, as approved by the City
Council of the City of Redlands, revised January, 1990.
