AN ORDINANCE OF THE CITY OF REDLANDS AMENDING
CHAPTERS 3.42, 3.52 AND 3.62 OF THE REDLANDS
MUNICIPAL CODE RELATING TO WATER AND
WASTEWATER SERVICE FEES AND CHARGES.
WHEREAS, at a duly noticed public meeting of the City Council of the City of
Redlands (" this City Council") verbal and written testimony was presented to this City Council
by the Utilities Advisory Committee, a committee appointed by the City Council, and City staff,
relating to the proposed revisions in the City's rates for water and wastewater service; and
WHEREAS, based upon such testimony, this City Council has determined that
revisions to the City's water and wastewater rates and charges are necessary to recover the
reasonable costs it incurs by providing water and wastewater service to its customers; and
WHEREAS, pursuant to Health and Safety Code section 5741, adoption of this
ordinance requires a two-thirds vote of the members of the City Council;
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF REDLANDS
AS FOLLOWS:
SECTION ONE:
Section 3.42.010 of the Redlands Municipal Code is amended to read as follows:
"3.42.010 Establishment.
All persons discharging septic tank loads into the City's wastewater treatment plant shall
pay a fee per gallon as established in Section 3.62.040 of this code."
SECTION TWO:
Section 3.52.040 of the Redlands Municipal Code is amended to read as follows:

SECTION THREE:
Section 3.62.030 of the Redlands Municipal Code is amended to read as follows:
"3.62.030 Charges.
The wastewater service charges for the following categories shall be paid for
wastewater service.

Every person whose premises in the City is served by a connection with the
wastewater system of the City, whereby the sewage or industrial wastes, or either or both,
are disposed of by the City, either through the facilities of the wastewater treatment and
sewage disposal works owned by the City, or otherwise, shall pay a sewer service charge
which shall be as specified in Section 3.62.040 of this code.
A. Residential Rates. For all residential dwelling units, including single-
family and multiple -family dwelling units, there shall be a bimonthly
charge.
B. Non-residential Rates. For all non-residential users there shall be a
bimonthly charge based upon the strength of the wastewater discharged
for each one hundred cubic feet or fraction thereof. Wastewater strength
data is adapted from State Water Resources Control Board's "Revenue
Program Guidelines for Wastewater Agencies".
1. Large Volume Users are classified as users with greater than 25,000
gallons per day discharge.
C. School Rates. Each school shall pay a bimonthly charge for each one
hundred average daily attendance or part thereof."
Section 3.62.040 of the Redlands Municipal Code is amended to read as follows:
"3.62.040 Amount of Charges.

SECTION FOUR:
The City Clerk shall certify to the adoption of this ordinance and shall cause it, or a
summary of it, to be published once in the Redlands Daily Facts, a newspaper of general
circulation within the City and thereafter, this ordinance shall take effect as provided by law.
