AN ORDINANCE OF THE CITY OF REDLANDS AMENDING CHAPTERS 3.44
AND 3.48 OF TITLE 3, AND CHAPTER 13.40 OF TITLE 13 OF THE REDLANDS
MUNICIPAL CODE RELATING TO SEWER AND WATER CAPITAL IMPROVEMENT
CHARGES.
WHEREAS, the General Plan of the City of Redlands requires that public services and
facilities be constructed, provided and made available concurrent with the community's needs for
such services and facilities; and
WHEREAS, at a duly noticed public meeting of the City Council of the City of Redlands
("this City Council") verbal and written testimony was presented to this City Council by the
Utilities Advisory Committee, a committee appointed by the City Council, and City staff,
relating to the proposed revisions in the City's rates for water and sewer service; and
WHEREAS, based upon such testimony, this City Council has determined that revisions
to the City's water and sewer rates and charges are necessary to recover the reasonable costs it
incurs by providing water and sewer service to its customers; and
WHEREAS, in accordance with Government Code sections 66013 and 66017, prior to
levying the increased fees and charges described in this ordinance, the City has held at least one
notice, open and public, regularly scheduled meeting at which the charges were discussed, and
has mailed, at least 14 days prior to the meeting, notice to interested persons; and
WHEREAS, at least 10 days prior to the meeting, the City has made available to the
public data indicating the City's cost required to provide the services for which the increased
charges will be levied, and the anticipated revenue to provide the service; and
WHEREAS, the City shall deposit the funds received pursuant to this ordinance in
separate capital facility accounts and shall account for the funds in a manner to avoid
commingling with any other monies, except for investments, and shall expend the funds
collected pursuant to this ordinance solely for the purposes they were collected;
THE CITY COUNCIL OF THE CITY OF REDLANDS DOES ORDAIN AS
FOLLOWS:
SECTION ONE:
Section 3.44.030 of the Redlands Municipal Code is hereby amended to read as follows:
"3.44.030 Charges.
A. The sewer capital improvement charge for the following categories shall be paid
as a condition of issuing building permits, or other City -approved entitlement, as determined
within the sole discretion of the City, for buildings containing plumbing fixtures and required to
have new sewer services tapping into the City's sewage system or increasing flow into the City's

sewer system as estimated by the City. The charges shall be those in effect on the date the
permit is issued or at such as such other entitlement issued by the City. Amounts of charges
shall be as provided for in Section 3.44.040."
SECTION TWO:
Section 3.44.032 of the Redlands Municipal Code is hereby repealed.
SECTION THREE:
There is hereby added to the Redlands Municipal Code Section 3.44.040, which is to read
as follows:
"3.44.040 Amounts of Charges.
Amounts of charges are as follows:
SEWER CAPITAL IMPROVEMENT CHARGE
Residential Development:
Single-family dwelling unit $3850/dwelling unit
Single-family dwelling unit $350/dwelling unit
if building permit issued
prior to November 1, 1961.
Multiple -family dwelling unit $3080/dwelling unit
Nonresidential Development: $1900/100 gallons per day estimated flow"
SECTION FOUR:
Section 3.48.030 of the Redlands Municipal Code is hereby amended to read as follows:
"3.48.030 Charges.
A. Except as otherwise provided for in this section, the water capital improvement
charge shall be paid as a condition of approval of an application for a new water connection or,
for any property or use having an existing water connection and which is increasing its water
demand on the City's utilities system, as a condition of issuance of any building permit, business
license, or other entitlement from the City associated with the change in the property or use that
is causing such increased demand. The charge due shall be that charge in effect on the date the
application for a connection is approved or on the date the entitlement authorizing the increased
demand is issued. All water capital improvement charges shall be deposited into the City's water
capital improvement fund. The amounts of charges shall be established as provided for in
Section 3.48.040."

SECTION FIVE:
Section 3.48.032 of the Redlands Municipal Code is hereby repealed.
SECTION SIX:
There is hereby added to the Redlands Municipal Code Section 3.48.040, which is to read
as follows:
"3.48.040 Amounts of charges.
Amounts of charges are as follows:
WATER CAPITAL IMPROVEMENT CHARGE
Residential Development:
Single-family dwelling unit:
<11,000 sq. ft.
11,000 — 21,000 sq. ft.
>21,000 sq. ft.
$4500/dwelling unit
$5810/dwelling unit
$7125/dwelling unit
Multiple -family dwelling unit $2250/dwelling unit
Nonresidential Development: $187.50/100 cubic feet per
month estimated demand"
SECTION SEVEN:
Section 13.40.030 of the Redlands Municipal Code is hereby amended to read as follows:
"13.40.030 Developer requirements.
A. For any development project that will require water service or incremental water
demand from the City, a water source acquisition charge shall be paid as a condition of final
approval of that development. The charge due shall be that amount in effect on the date approval
of the development is given by the City. The amount of the charge shall be as established in
Section 13.40.040."
SECTION EIGHT:
Section 13.40.040of the Redlands Municipal Code is hereby amended to read as follows:
"B. Water Source Acquisition Charge Amounts.

Residential Development:
Single-family dwelling unit:

11,000 — 21,000 sq. ft.
>21,000 sq. ft.
Multiple -family dwelling unit
Nonresidential Development
SECTION NINE:
$ 810/dwelling unit

estimated monthly demand"
The City Clerk shall certify to the adoption of this Ordinance and cause it, or a summary
of it, to be published once in the Redlands Daily Facts, a newspaper of general circulation
printed and published in this City, and thereafter this ordinance shall be in force and take effect
as provided by law..
