A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS APPROVING THE
APPLICATION OF THE HOUSING AUTHORITY FOR THE COUNTY OF SAN BERNARDINO
FOR PRELIMINARY LOAN FOR LOW-RENT HOUSING PROJECTS OF NOT TO EXCEED
SIX DWELLING UNITS
WHEREAS , it is the policy of this locality to eliminate substandard
and other inadequate housing, to prevent the spread of slums and blight,
and to realize as soon as feasible the goal of a decent home in a suit-
able living environment for all of its citizens; and
WHEREAS, under the provisions of the United States Housing Act of
1937 , as amended, (herein called the "Act") the Department of Housing and
Urban Development (herein called "HUD") is authorized to provide finan-
cial assistance to local public housing agencies (hereinafter called
"Local Authority") for undertaking and carrying out preliminary planning
of low-rent housing projects that will assist in meeting this goal; and
WHEREAS, the Act provides that there shall be local determination
of need for low-rent housing to meet needs not being adequately met by
private enterprise and that HUD shall not make any contract with a Local
Authority for Preliminary Loans for surveys and planning in respect to
any low-rent housing projects unless the governing body of the locality
involved has by resolution approved the application of the Local Authority
for such Preliminary Loan; and
WHEREAS, Section 34313 of the California Health and Safety Code, as
amended, provides that no low-rent housing project shall be developed,
constructed or owned by the Local Authority until the governing body of
the locality has by resolution approved such projects; and
WHEREAS, pursuant to Section 15 (7) of the Act, as amended, it is
necessary that the local governing body enter into a Cooperation Agree-
ment with the Local Authority providing for local cooperation in connec-
tion with such low-rent housing project; and
WHEREAS, pursuant to Section 34515 of the Health and Safety Code
express authority is given for local governing bodies to enter into agree-
ments with housing authorities providing for local cooperation with res-
pect to low-rent housing projects ; and
WHEREAS, the City Council of the City of Redlands, after having held
a public hearing and giving all interested persons an opportunity to be
heard, pursuant to the provisions of the California Housing Cooperation
Law (being Chapter 2 of Part 2 of Division 24 of the California Health
and Safety Code) , entered into a Cooperation Agreement on March 20 , 1979 ,
with the Local Authority. Also on March 20 1979 , the City Council of the
City of Redlands approved Resolution No. 3566 , approving the development ,
construction, and ownership of low-rent housing project, of not to exceed
45 dwelling units; and
WHEREAS, pursuant to and in compliance with the provisions of Sec-
tion 34518 of the California Health and Safety Code , this governing body
on May 5 , 1981, adopt a Resolution authorizing the publication in a news-
paper of general circulation, on May 15 , 1981 and May 22 , 1981 , of a
notice of public hearing to be held on June 2 , 1981 , before this govern-
ing body for the purpose of giving all interested persons an opportunity
to be heard as to whether such project and preliminary loan should be
approved; and
WHEREAS , the notices for a public hearing have been published as
above provided, and this governing body has held a public hearing
starting at the hour of 7 : 00 P.M. on the 2nd day of June, 1981 , giving
all interested persons an opportunity to be heard as to whether the pro-
posed application and loan should be approved, which said hearing has
been concluded with all matters in connection therewith having been
fully considered by this body:
NOW, THEREFORE, be it resolved by the City Council of the City of
Redlands, as follows :
1. There exists in this locality a need for such low-rent housing
at rents within the means of low-income families or persons.
2 . The application of the Local Authority to HUD for a Preliminary
Lean in the amount not to exceed $3 ,000 for surveys and planning
in connection with low-rent housing projects of not to exceed
six dwelling units is hereby approved.
3 . This Resolution shall became effective immediately.
ADOPTED, SIGNED AND APPROVED this 2nd day of June, 1981.

SUBJECT: COUNTY HOUSING AUTHORITY REQUEST:
The Housing Authority of San Bernardino County requests
Council approval to apply for H.U,D. funding to develop
6 units on properties located at 831, 835 and 840
Herald Street. (.Properties formerly contained units
condemned by the City) .
Council action would be as .follows:
1. On May 5 , 1981 set public hgar�date of June _2 ,
1981 for consideration of the request .
2 . Instruct City Clerk to advertise in the newspaper
on May 15 , 1981 and May 22 , 1981 a notice of public
hearing relative to the adoption of a resolution
approving the application of the Housing Authority
of San Bernardino County for a preliminary loan in
the amount of not to exceed $3 ,000 for surveys and
planning in connection with low rent housing pro-
jects of not to exceed six building units . Subject
resolution to be considered for adoption on June
2 , 1981 . (Sample Resolution and Housing Authority
request attached) .
NOTE: Public hearing notice will contain locations for
the proposed units.

Dear Bill:
In order to develop public housing on the sites at 831, 835,
and 840 Herald Street in Redlands, the Housing Authority needs
approval from the City of Redlands to apply to HUD for funding
for those sites. We are therefore requesting that the
attached agreement be submitted to the City Council for their
approval at a duly noticed public hearing. This agreement
is similar (except for the number of units) to No.3680, the
one signed for the San Mateo Court site.
The proposed development would be six units, four on the west
side of Herald Street and two on the east side. No density
bonus or other deviation from normal city requirements is
being requested. The sites have been approved by HUD, and, as
you know, were recommended to the Housing Authority by the
Redlands Housing Commission.
