A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
AUTHORIZING THE ACCEPTANCE OF THE PROPOSED DEDICATION OF
IMPROVED PARKLANDS WITHIN TENTATIVE TRACT MAP NO. 20528
WHEREAS, the Project proposes to include improved parklands consisting of
incorporating additional parking to support the previously approved Bergamot Park
development, to support active sports fields, recreational facilities, and a passive nature area
The redesign and extension would result in approximately 84 additional parking spaces for a
total of approximately 156 spaces (including 8 ADA spaces); and
WHEREAS, the Applicant proposes to convey fee title to lot "A" to the City, consisting
of approximately 1.66 acres of improved parklands, in lieu of paying park and open space
development impact fees; and
WHEREAS, this City Council approved Resolution No. 8109 establishing policies and
procedures for the voluntary dedication of park and open space lands associated with
development projects within the City; and
WHEREAS, the Project is subject to park and open space development impact fees in
the amount of four hundred and sixty three thousand three hundred and twelve dollars and ninety
eight cents ($463,312.98); and
WHEREAS, the unincorporated parklands, and the improvements and land have an
appraised median value of eight million one hundred twenty thousand dollars ($661,227.00);
and
WHEREAS, on December 14, 2023, the Parks and Recreation Advisory Commission
recommended that the City Council accept the dedication of the proposed parklands and
improvements as represented in Tentative Tract Map No. 20528, and issue a credit for park and
open space development impact fees after such dedication occurs, after any associated
improvements are constructed and accepted by the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF REDLANDS AS FOLLOWS:
Section 1. The City Council finds that acceptance of the proposed parklands and
improvements will address substantial recreational needs of the City and that value of the land
and improvements exceed the dollar amount of park and open space development impact fees
that would have otherwise been collected for the Project.
Section 2. The City Council approves that the park and open space development
impact fees in the amount of four hundred and sixty-three thousand three hundred and twelve
dollars and ninety-eight cents ($463,312.98) be credited to the Applicant upon satisfaction of
the following requirements:

1) Conveyance of fee title interest in the subject property and improvements;
2) Construction of all improvements;
3) Acceptance of the property and improvements upon confirmation that such
improvements have been constructed in accordance with the conditions of approval.
Section 3. The City Council hereby finds and determines that the adoption of this
Resolution is not subject to CEQA in accordance with Section 15061(b)(3) because the activity
only involves the future acceptance of fee title of real property and will not result in direct or
reasonably foreseeable indirect physical change in the environment. The associated
development project is subject to separate, future environmental review in accordance with
CEQA.
