A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF REDLANDS AMENDING RESOLUTION NO.
4352 RELATING TO OUTSIDE CITY WATER AND
SEWER CONNECTIONS
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS :
Section 1 . Section 4A. l . of Resolution No. 4352 which
implements the provisions of Measure "N" regulating outside City
water and sewer connections is hereby amended to read as follows :
"Section 4 . Availability of Water Connections .
A. Applications for availability of water
connections for dwelling units shall be
submitted to the Water Board in accordance
with Section 3 hereof to establish a
priority basis for availability of
connections to the Redlands ' water
system, each calendar year, for property
within the unincorporated area in the
City ' s sphere of influence, subject to
the following conditions :
1 . Minor projects .
(a ) The Water Board shall
determine what facilities
are required to provide
water connections .
(b) To ensure that expansion
of the Redlands ' Domestic
Water System will conform
to sound operational
policies and be within
the capacity of its
facilities, the Water
Board may, in its
discretion, reject any
application that is
determined to be
detrimental to the
System.
(c) The Water Board shall
refer the application
to the Community
Development Department
for verification that
the existing or proposed
development is consistent
with the Redlands ' General
Plan.
(d) The Water Board shall
determine requirements
for water connections in
a manner consistent with

City ordinances , resolutions
and policies governing
inside-City development,
including Chapter 13. 44
of the Redlands ' Municipal
Code governing sewer
extensions and requirements . "
Section 2 . Section 5A.1 . of Resolution No . 4352 which
implements the provisions of Measure "N" regulating outside-City
water and sewer connections is hereby amended to read as follows :
"Section 5 . Availability of Sewer Connections .
A. Applications for availability of sewer
connections for dwelling units shall
be submitted in accordance with Section
3 hereof to the Water Board to establish
a priority basis for availability of
connections to the Redlands ' Sewer
System, each calendar year, for property
within the unincorporated area in the
City' s sphere of influence, subject to
the following conditions:
1 . Minor projects.
(a ) Sewer connections shall be
provided only to those
projects receiving domestic
water from the City of

Redlands ' Domestic Water
System.
(b) The Water Board shall
determine what facilities
are required to provide
the connections.
(c) To ensure that the
operation of the City
sewer system conforms
with all requirements
of the State Health
Department and the
Water Quality Control
Board, and other sound
operational policies and
within the capacity of
the City' s facilities,
the Water Board may, in
its discretion, reject
any application that is
determined to be detri-
mental to the City' s
System.
(d) The Water Board shall
refer the application to
the Community Development

MEMORANDUM
TO: MAYOR, CITY COUNCIL AND CITY MANAGER
FROM: CITY ATTORNEY
RE: OUTSIDE CITY WATER AND SEWER CONNECTIONS
At one of your recent meetings, Councilmember Cunningham
noted that Resolution No . 4352 which implements the provisions of
Measure "N" that regulate outside City water and sewer connections
did not require minor project applications to be processed in the
same manner as major projects . Specifically, Resolution No . 4352
does not require applications for water and sewer connections to
minor projects to be reviewed by the Community Development
Department for conformity with the City' s General Plan. The
City' s Utilities Department believes that minor projects should be
subject to the same review as major projects and the attached
resolution amends Resolution No . 4352 to provide that future
applications for water and sewer connections to minor projects
will be reviewed by the Community Development Department.
