A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
ADOPTING PROVISIONS PERTAINING TO THE IMPLEMENTATION OF
MEASURE °U"
RECITALS
WHEREAS, on November 4, 1997 the voters of Redlands approved Measure "U," an
initiative Ordinance of the people of Redlands establishing principals of managed
development; and
WHEREAS, the results of the election were certified on December 2, 1997 and the
Measure took effect on December 12, 1997; and
WHEREAS, the City Council has held workshops pertaining to the implementation of
Measure "U" on January B, 1998 and January 13, 1998 that were open to the public; and
WHEREAS, the City Council has reviewed, discussed and provided direction on the
implementation of Measure "U;°
NOW, THEREFORE, BE IT RESOLVED AND FOUND BY THE CITY COUNCIL
OF THE CITY OF REDLANDS AS FOLLOWS:
Section 1. The above mentioned recitals are true and correct.
Section 2. The City Council has reviewed and considered issues pertaining
to the implementation of Measure "U" and implements the following
measures.
A. The City Council concurs with the changes to the General Plan
prepared by staff, and directs that the document be placed in final form for
printing of a revised General Plan document for circulation with an effective
date of December 12, 1997.
B. The City Council finds that all general plan amendments, rezonings,
specific plans, tentative or final maps, parcel maps, conditional use permits,
building permits or other ministerial or discretionary entitlements for use
shall not be approved or issued unless consistent with the policies and
provisions of Measure "U°.
C. The City Council finds that the School Board of the Redlands Unified
School District shall determine the impact on school facilities.
D. The Council finds that all development shall evaluate impacts to schools
whether the development is non-residential or residential.
E. The Council finds that there should be a standard format and criteria
that shall be utilized for all projects in the preparation of a socioeconomic
cost benefit study and that the City shall develop the application, format and
selected criteria for this study.
F. The City Council finds for projects on land designated "Urban Reserve"
or"Urban Reserve (Agricultural)" in the Redlands general plan in effect as
of June 1, 1987, and/or any land parcel that was in active agricultural
production on November 3, 1986 regardless of zoning shall be evaluated in
the context of the new definition and criteria prior to any land use approvals
until there is a reevaluation of the General Plan Land Use Map
designations.
G. The City Council finds that a project which has already received
environmental and project approval shall not be required to prepare a
socio-economic cost benefit study.
H. The City Council finds that notification for a socioeconomic cost-benefit
study shall, at a minimum, include placement of a notice in a local
newspaper at least 10 (ten) days prior to the hearing. Additional notification
may be provided as determined appropriate.
