A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
ADOPTING PROVISIONS PERTAINING TO THE IMPLEMENTATION OF
MEASURE "U"
RECITALS
WHEREAS, on November 4, 1997 the voters of Redlands approved Measure "U," an
initiative Ordinance of the people of Redlands establishing principals of managed
development; and
WHEREAS, the results of the election were certified on December 2, 1997 and the
Measure took effect on December 12, 1997; and
WHEREAS, the City Council has held workshops pertaining to the implementation of
Measure "U" on January 6th, 13th, 20th, and 27th, 1998 and February 3, 1998 that were
open to the public; and
WHEREAS, the City Council has reviewed, discussed and provided direction on the
implementation of Measure "U;"
NOW, THEREFORE, BE IT RESOLVED AND FOUND BY THE CITY COUNCIL
OF THE CITY OF REDLANDS AS FOLLOWS:
Section 1. The above mentioned recitals are true and correct.
Section 2. The City Council has reviewed and considered issues pertaining
to the implementation of Measure °U" and implements the following
measures:
(A) The City Council finds that the Planning Commission may review the
socioeconomic cost-benefit study in conjunction with the Planning
Commission's review and recommendation of a legislative action to the City
Council and prior to the Council's action on the socioeconomic cost-benefit
study. (Example of legislative actions are General Plan, Specific Plan,
Ordinance Text Amendments, and Zone Changes)
(B) The City Council finds that the term "infill" as included in Section B,
Exemptions of Measure "U", Subsection 2, Special Categories of
Development, Sub paragraph A, means one lot bounded by development
on two sides.
(C) The City Council finds that the term density as included in Section B,
Exemptions of Measure "U", Subsection 2, Special Categories of
Development, Sub paragraph C, applies to residential construction and
relates to the number of dwelling units.
(D) The City Council finds that the term intensity as included in Section B,
Exemptions of Measure °U", Subsection 2, Special Categories of
Development, Sub paragraph C, applies to non-residential construction.
Intensity relates to the general type of facility and use and as long as it is a
reconstruction or replacement with a use that is similar, it does not matter if
the building area is increased.
(E) The City Council finds that the term classification of use as included in
Section B, Exemptions of Measure "U", Subsection 2, Special Categories of
Development, Sub paragraph C, means those uses as permitted in the land
use district as currently permitted.
