WHEREAS , at least two billion galloas of water annually
are being drawn out of the Upper Santa Ana River basin more than
are being replaced by nature through rainfall and the- supply avail.-
able to the people Of the City, of Redlandri from the San Bernardino
basin; and

WHEREAS, these citias are now ptwiping approxima-tely :forty
percent more than the maximum avount of water allowed by the oourt
with the prospect of even greater demands In the years ahead if
their economies are to grow and prosper; and
WHEREAS, Col orado River water is the only source of
supplemental water available now and annexation of the San Bernardiao
Valley Municipal Water Distriot to the Metropolitra_�.0 Water District
of Southern California is the oi,,_,1v method by which this outeide water
can be delivered to this valley-, and
WHERF,A,13, the Metropolitan Water District; is a public body
responsible to the people of 'the State of California because the
District was established by an act of the State Legislature in 3.927,
