A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS, CALIFORNIA,
CALLING AND GIVING NOTICE OF THE HOLDING OF A GENERAL MUNICIPAL
ELECTION TO BE HELD IN SAID CITY ON TUESDAY, APRIL 8, 1980, FOR THE
ELECTION OF CERTAIN OFFICERS OF SAID CITY AS REQUIRED BY THE PROVI-
SIONS OF THE LAWS OF THE STATE OF CALIFORNIA RELATING TO GENERAL LAW
CITIES AND FOR THE SUBMISSION TO THE QUALIFIED ELECTORS OF SAID CITY
OF A QUESTION RELATING TO THE OFFICE OF TREASURER OF THE CITY OF
REDLANDS, CALIFORNIA; AND FOR THE CONSOLIDATION OF THE REDLANDS UNIFIED
SCHOOL DISTRICT SPECIAL ELECTION WITH THIS GENERAL MUNICIPAL ELECTION
OF APRIL 8, 1980, FOR THE SUBMISSION TO THE QUALIFIED ELECTORS OF SAID
CITY OF A QUESTION RELATING TO SPECIAL TAXES FOR CONSTRUCTION OF SCHOOL
FACILITIES, AND RESCINDING RESOLUTIONS NOS . 3635 AND 3638
WHEREAS, under the provisions of the laws relating to general law
cities in the State of California, a regular general municipal election
shall be held on April 8, 1980, for the election of two members of the
City Council of said City for the full term of four years, a City Clerk
of said City for the full term of four years, and a City Treasurer of
said City for the full term of four years; and
WHEREAS, the City Council of said City also desires to submit to
the qualified electors of said City at said election the question
relating to the manner in which the Treasurer of the City of Redlands
is selected hereinafter set forth;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDLANDS, CALIFOR-
NIA, DOES HEREBY RESOLVE DECLARE, DETERMINE AND ORDER AS FOLLOWS :
SECTION 1 . That pursuant to the requirements of the laws of the
State of California relating to General Lave Cities within said State,
there shall be, and there is hereby called and ordered, held in the
City of Redlands, California, on Tuesday, April 8 , 1980, a regular
municipal election of the qualified electors of said City for the pur-
pose of electing two members of the City Council of said City for the
full term of four years; a City Clerk of said City for the full term of
four years; and a City Treasurer of said City for the full term of four
years.
SECTION 2. That said City Council, pursuant to its right and
authority so to do, does hereby determine that there shall be and there
is hereby ordered submitted to the qualified electors of said City at
said regular general municipal election the following questions, to wit:

A cross (+) placed in the voting square after the word "YES" in
the manner hereinbefore provided shall be counted - in favor of the
adoption of the question. A cross (-+-) placed in the voting square
after the word "No" in the manner hereinbefore provided shall be
counted against the adoption of the question.

be authorized to levy apecial tax for a period of four (4)ears or a shorter time if the Board
of Education determines that an ade-
quate alternate source of funds
exists for the purpose of construc-
ting school facilities. This special
tax shall be levied upon all those
persons receiving building permits
within the Redlands Unified School
District at the rate of $1. 00 per YES
square foot, which shall be adjusted
annually on February 1 of each year
to reflect the change for the prior
year in the U. S. Bureau of Labor
Measure Statistics Consumer Price Index for
S all urban consumers for the Los
Angeles, Long Beach and Anaheim
metropolitan areas. The amount shall
be due and payable to the Redlands
Unified School District at the time
of the issuance of a building permit
and shall be based upon the square
feet of authorized new building
construction, including additions,
as determined by building officials
having jurisdiction to issue such
Permits. The proceeds of such tax
shall be used solely for capital
outlay purposes for providing addi-
tional school facilities to accomodate No
students of the Redlands Unified
School District and any appropriations
limit heretofore or hereafter imposed
upon the Redlands Unified School
District shall be increased by the
amount of funds received by the
District from the proceeds of such
tax.

A cross (+) placed- in the voting square after the word "YES" in
the manner hereinbefore provided shall be counted in favor of the
adoption of the question. A cross (+) placed in the voting square
after the word "NO" in the manner hereinbefore provided shall be
counted against the adoption of the question.
SECTION 3. That the ballots to be used at said election shall be,
both as to form and matter contained herein, such as may be required to
be used thereat.
SECTION 4 . That the City Clerk of said City is hereby authorized,
instructed and directed to procure and furnish any and all official
ballots, notices, printed matter and all supplies, equipment and para-
phernalia that may be necessary in order to properly and lawfully
conduct said election.
SECTION 5. That the polls for said election shall be open at seven
o'clock a.m, of the day of said election and shall remain open continu-
ously from said time until eight o' clock p.m. of the same day when said
polls shall be closed, except as provided in Section 14301 of the
Elections Code of the State of California.
SECTION 6 . That in all particulars not recited in this Resolution,
said election shall be held and conducted as provided by law for holding
municipal elections in said City .
SECTION 7. That notice of the time and place of holding said
election is hereby given and the City Clerk is hereby authorized,
instructed and directed to give such further or additional notice of
said election, in time, form and manner as required by law.
SECTION 8 . That the City Clerk shall certify to the passage and
adoption of this Resolution; shall enter the same in the book of origi-
nal Resolutions of said City; and shall make a minute of passage and
adoption thereof in the records of the proceedings of the City Council `
of said City, in the minutes of the meeting at which the same is passed
and adopted.
