A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
REDLANDS, CALIFORNIA, CALLING AND GIVING NOTICE OF
THE HOLDING OF A GENERAL MUNICIPAL ELECTION AND
REQUESTING THE BOARD OF SUPERVISORS OF THE COUNTY
OF SAN BERNARDINO TO CONSOLIDATE SAID ELECTION WITH
THE SCHOOL DISTRICT ELECTION TO BE HELD ON TUESDAY,
NOVEMBER 3, 1987
WHEREAS, under the provisions of the laws relating to
general law cities in the State of California, a general muni-
cipal election may be held on Tuesday, November 3 , 1987 , for
the election of two (2) Members of the City Council , a City
Clerk, and a City Treasurer;
WHEREAS, the City Council is submitting to the voters the
question relating to the initiative petition entitled "Petition
to Moderate the Rate of Growth Within the City of Redlands to
Preserve the City' s Unique Environment and Character"; and
WHEREAS, it is desirable that said general municipal
election be consolidated with the school district election to
be held on the same date, that within said City the precincts,
polling places, and election officers of the two elections be
the same, that the Registrar of Voters of the County of San
Bernardino canvass the returns of the general municipal
election, and that said school district election and general
municipal election be held in all respects as if there were
only one election;
NOW, THEREFORE, the City Council of the City of Redlands,
California, does hereby resolve, declare, determine and order
as follows:
SECTION 1. Pursuant to the requirements of the laws of
the State of California relating to general law cities within
said State, there shall be, and there is hereby called and
ordered held in the City of Redlands, California, on Tuesday,
November 3 , 1987 , a regular municipal election of the qualified
electors of said City for the purpose of electing two (2)
Members of the City Council of said City for the full term of
four years, a City Clerk of said City for the full terms of
four years, and a City Treasurer of said City for the full
terms of four years.

SECTION 2 . Pursuant to Section 4011 of the California
Elections Code, a measure is to appear on the ballot as
follows:
Shall an initiative ordinance
amending Sections 3 , 4, and 6 of i
Proposition R to reduce the
number of dwelling units which
may be constructed within the YES
City and further regulate
outside water and sewer service
allocations and connections, and
to add Sections 10 through 17 to
Proposition R limiting rezoning
of lands designated as urban
reserve, reducing density on
hillside property, encouraging
preservation of agricultural
lands, establishing a planning NO
process for the City' s sphere of
influence and requiring the City
to amend its General Plan and to
implement such added sections,
be adopted?
A cross (+) placed in the voting square after the word "YES"
in the manner hereinbefore provided shall be counted in favor of
the adoption of the question. A cross (+) placed in the voting
square after the word "NO" in the manner hereinbefore provided
shall be counted against the adoption of the measure. Pursuant
to Section 4013 of the California Elections Code, this ordinance
shall become a valid and bind ordinance of the City only if a
majority of the voters voting on the ordinance vote in its favor.
SECTION 3 . The last day for receipt of primary arguments
for or against the measure has been established as 5 :00 P.M. on
August 4 , 1987 , in the City Clerk ' s Office, City Hall, 30 Cajon
Street, Redlands, California.
SECTION 4 . The last day for receipt of rebuttal arguments
has been established at 5:00 P.M. on August 11, 1987 , in the City
Clerk' s Office at the above location.

SECTION 5 . The ballots to be used at said election shall
be, both as to form and matter contained herein, such as may be
required by law to use thereat.
SECTION 6. The City Clerk of the City of Redlands is hereby
authorized, instructed, and directed to procure and furnish any
and all official ballots, notices, printed matter and all
supplies, equipment and paraphernalia that may be necessary in
order to properly and lawfully conduct said election.
SECTION 7. The polls for said election shall be open at
7 ;00 A.M. of the day of said election and shall remain open
continuously from said time until 8:00 P.M. of the same day when
said polls shall be closed, except as provided in Section 14301
of the Elections Code of the State of California.
SECTION 8. In all particulars not recited in this
Resolution, said election shall be held and conducted as provided
by law for holding municipal elections in said City.
SECTION 9 . Notice of the time and holding of said election
is hereby given and the City Clerk is hereby authorized,
instructed, and directed to give such further or additional
notice of said election, in time, form, and manner as required by
law.
SECTION 10. Pursuant to the requirements of Section 23302
of the Elections Code, the Board of Supervisors of the County of
San Bernardino is hereby requested to consent and agree to the
consolidation of said general municipal election with the school
district election on Tuesday, November 3 , 1987 .
SECTION 11. Said Registrar of Voters is hereby authorized
to canvass the returns of said general municipal election which
is hereby requested to be consolidated with said school district
election and said election shall be held in all respects as if
there were only one election and only one form of ballot shall be
used.
SECTION 12. Said Board of Supervisors is hereby requested
to issue instructions to the Registrar of Voters to take any and
all steps necessary for the holding of said consolidated
election.
SECTION 13 . The City of Redlands recognizes that additional
costs will be incurred by the County by reason of this
consolidation and agrees to reimburse the County for any such
Costs.

SECTION 14 . Pursuant to Section 20501 (b) of the Elections
Code of the State of California, if any two or more persons
receive an equal and the highest number of votes for an office to
be voted for within the City, there shall be held within the City
a Special Runoff Election to resolve the tie vote. A Special
Runoff Election shall be called and held on a Tuesday not less
than 40 nor more than 125 days after the administrative or
judicial certification of the election which resulted in a tie
vote.
SECTION 15. The City Clerk of the City of Redlands is
hereby directed to file a certified copy of this Resolution with
the Board of Supervisors and the Registrar of Voters of the
County of San Bernardino.
