A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS,
CALIFORNIA, CALLING AND GIVING NOTICE OF THE HOLDING OF A SPECIAL
MUNICIPAL ELECTION AND REQUESTING THE BOARD OF SUPERVISORS OF THE
COUNTY OF SAN BERNARDINO TO CONSOLIDATE SAID ELECTION WITH THE
ELECTION TO BE HELD ON TUESDAY, JUNE 7, 1994
WHEREAS, at the California primary election to be held on June 7, 1994, the City
Council desires to submit to the qualified voters of the City of Redlands a measure providing
for the election of the Members of the City Council by district
NOW, THEREFORE, the City Council of the City of Redlands, California, does
hereby resolve, declare, determine and order as follows:
SECTION 1. Pursuant to the requirements of the laws of the State of California
relating to general law cities within said State, there shall be, and there is hereby called and
ordered held in the City of Redlands, California, on Tuesday, June 7, 1994, a special
municipal election of the qualified electors of said City ;
SECTION 2. Pursuant to the requirements of the laws of the State of California
relating to general law cities within said State, a measure is to appear on the ballot and shall be
printed substantially as follows:
"Shall members of the legislative body of the City
of Redlands be elected by districts described in
Ordinance No. 5050?"
The initiative ordinance submitted to the voters by this resolution shall be designated on
the ballot by a letter printed on the left margin of the square containing the description of this
initiative ordinance, as provided in Section 10219 of the California Elections Code.
A cross (+) placed in the voting square after the word "YES" shall be counted in favor
of the adoption of the question. A cross (+) placed in the voting square after the word "NO"
shall be counted against the adoption of the measure. Pursuant to Section 4013 of the
California Elections Code, this ordinance shall become a valid and binding ordinance of the
City only if(two-thirds) (a majority) of the voters voting on the ordinance vote in its favor.
SECTION 3. The last day for receipt of primary arguments for or against the measure
has been established as 5:00 P.M. on March 8, 1994, in the City Clerk's Office, City Hall,
30 Cajon Street, Redlands, California, and signed by each author of the argument in
conformance with provisions of Section 5350 of the California Elections Code. Arguments
may be changed or withdrawn until and including this date fixed by the City Clerk..
SECTION 4. The last day for receipt of rebuttal arguments has been established as
5:00 P.M. on March 15, 1994, in the City Clerk's Office, City Hall, 34 Cajon Street,
Redlands, California, and signed by each author of the rebuttal argument in conformance with
the provisions of Section 5354 of the California Elections Code. Rebuttals may be changed or
withdrawn until and including this date fixed by the City Clerk.
SECTION 5. The City Council directs the City Clerk to transmit a copy of the
measure to the City Attorney. The City Attorney shall prepare an impartial analysis of the
measure showing the effect of the measure on the existing law and the operation of the
measure. The impartial analysis shall be filed by the date set by the City Clerk for the filing
of primary arguments.
SECTION (. The ballots to be used at said election shall be, both as to form and
matter contained herein, such as may be required by law to use thereat.
SECTION 7. The City Clerk of the City of Redlands is hereby authorized, instructed,
and directed to procure and furnish any and all official ballots, notices, printed matter and all
supplies, equipment and paraphernalia that may be necessary in order to properly and lawfully
conduct said election.
SECTION 8. The polls for said election shall be open at 7:00 A.M. of the day of said
election and shall remain open continuously from said time until 8:00 P.M. of the same day
when said polls shall be closed, except as provided in Section 14301 of the California
Elections Code.
SECTION 9. In all particulars not recited in this resolution, said election shall be held
and conducted as provided by law for holding municipal elections in said City.
SECTION 10. Notice of the time and holding of said election is hereby given and the
City Clerk is hereby authorized, instructed, and directed to give such further or additional
notice of said election, in time, form and manner as required by law.
SECTION 11. Pursuant to the requirements of Section 23302 of the California
Elections Code, the Board of Supervisors of the County of San Bernardino is hereby requested
to consent and agree to the consolidation of said special municipal election with the County of
San Bernardino election to be held on said date, and within the City the precincts and polling
places for the special municipal election shall be the same as those provided for in said
County. The Board of Supervisors of said County is hereby requested to issue instructions to
the Registrar of Voters of said County to take any and all steps necessary for the consolidation
of the special municipal election with said County election, and that the Registrar of Voters of
said County is authorized to canvass the returns of the special municipal election. The special
municipal election shall be held in all respects as if there were only one election and the Board
of Supervisors of said County shall certify the results of the canvass of the returns to the City
Council.
SECTION 12. The City Council of the City of Redlands recognizes that additional
costs will be incurred by the County by reasons of this consolidation and agrees to reimburse
the County for any such costs.
SECTION 13. The City Cleric of the City of Redlands is hereby directed to file a
certified copy of this resolution with the Board of Supervisors and the Registrar of Voters of
the County of San Bernardino.
