A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS , CALIFORNIA,
ADOPTING REGULATIONS FOR CANDIDATES FOR ELECTIVE OFFICE, PERTAINING
TO MA'T'ERIALS SUBMITTED TO THE ELECTORATE AND THE COS'T'S 'T'HEREOF FOR
THE GENERAL MUNICIPAL ELECTION TO BE HELD IN SAID CITE' ON TUESDAY,
APRIL 8 , 1980 .
WHEREAS, Section 10012 of the Elections Cade of the State of
California provides that the governing body of any Local agency
adopt regulations pertaining to materials prepared by any candidate
for a municipal election, including costs thereof;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDLANDS,
CALIFORNIA., ROES HEREBY RESOLVE, DECLARE, DETEM-IINF AND ORDER AS
FOLLOWS :
SECTION 1 . GENERAL PROVISIONS . That pursuant to Section 10012
of the Elections Cade of the State of California, each candidate
for elective office to be voted for at the General. Municipal Election
to be held in the City of Redlands on Tuesday, April 8 , 1980, may
prepare a candidate' s statement on an appropriate form provided by
the City Clerk. Such statement may include the name, age and occu-
pation of the candidate and a brief description of no more than 200
words of the candidate' s education and qualifications expressed by
the candidate himself . Such statement shall not ,include part affi-
liation of the candidate, nor membership or activity in partisan
political organizations . Such statement shall be filed in the office
of the City Clerk at the time the candidate' s nomination papers are
filed. Such statement may be withdrawn, but not changed, during
the period for filing nomination papers and until 5 : 00 P.M. of the
next working day after the close of the nomination period.
SECTION 2 . SPANISH LANGUAGE. That the City Clerk shall send
to each voter with the sample ballet, a voter' s pamphlet which con-
tains the statement of each candidate in English and Spanish.
SECTION 3 . ADDITIONAL MATERIALS. No candidate will be per-
mitted to include additional materials in the sample ballet
package.
SECTION 4 . PAYMENT. The City Clerk shall estimate the total
cost of printing, handlings, and translating the candidate' s state-
ments filed pursuant to the Elections Code, and require each
candidate filing a statement to pay in advance his or her pro rata
share as a condition of having his or her statement included in the
voter ' s pamphlet. The City Clerk shall bill each candidate for any
cost in excess of the deposit and shall refund any unused: portion
of any deposit.
SECTION 5. That the City Clerk shall provide each candidate
or the candidate' s representative a copy of this Resolution at the
time nominating petitions are .issued.
SEC'T'ION 6. That the City Clem shall certify to the passage
and adoption of this Resolution; shall enter the same in the hook
of original. Resolutions of said City; and shall male a minute of
passage and adoption thereof in the records of the proceedings of
the City Council of said City, in the minutes of the meeting at
which the same is passed and adapted.
