HomeMy WebLinkAbout8575RESOLUTION NO. 8575 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS APPROVING A ONE-YEAR EXTENSION OF TIME TO THE EXPIRATION DATES FOR BOTH TENTATIVE PARCEL MAP NO. 20175 AND COMMISSION REVIEW & APPROVAL NO. 911, TO MERGE FOURTEEN EXISTING PARCELS INTO ONE 1.49-ACRE PARCEL FOR DEVELOPMENT PURPOSES AND CONSTRUCT A 145-UNIT MULTI -FAMILY APARTMENT BUILDING FOUR STORIES IN HEIGHT, LOCATED AT 200-206 WEST REDLANDS BOULEVARD (APNS: 0169-281-30-0000 AND 0169-281-31- 0000). WHEREAS, the applicant, Thomas Robinson, has submitted an application for a one-year extension of time for Tentative Parcel Map No. 20175 and Commission Review & Approval No. 911, to merge fourteen existing parcels into one 1.49-acre parcel for development purposes and construct a 145-unit multi -family apartment building four stories in height, located at 200-206 West Redlands Boulevard (APNs: 0169-281-30-0000 and 0169-281-31-0000); and WHEREAS, the Redlands Municipal Code provides for the extensions of expiration dates of Tentative Parcel Maps and Commission Review & Approval permits in accordance with Redlands Municipal Code Sections 17.07.120 and 18.12.130, respectively; and WHEREAS, the applicant intends to develop the project, and requests the extension to allow additional time to obtain financing, finalize the final map and pull building and engineering permits; and WHEREAS, on October 4, 2022, the City Council held a public hearing and adopted Resolution No. 8391 approving Tentative Parcel Map No. 20175 and Commission Review & Approval No. 911; and WHEREAS, the project was approved with a Sustainable Communities Environmental Assessment document prepared and adopted in accordance with the applicable provisions of the California Environmental Quality Act Guidelines (Public Resources Code Section 21155.2 and SB 375); and WHEREAS, on May 7, 2024, the City Council held a public meeting at the City Council Chambers and determined that approval of the requested one-year extension of time for Tentative Parcel Map No. 20175 and Commission Review & Approval No. 911 is in the best interests of the public health, safety, and general welfare. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDLANDS AS FOLLOWS: SECTION 1. CALIFORNIA ENVIRONMENTAL QUALITY ACT. The Extension of Time application does not require any further environmental review pursuant to Section 15162(a) of the California Environmental Quality Act Guidelines. 1 I:\Resolutions\Res 8500-8599\8575 Time Extension for TPM No. 20175.docx-ms SECTION 2. FINDINGS FOR TENTATIVE PARCEL MAP NO. 20175. The requested one-year extension of time for Tentative Parcel Map No. 20175 is hereby approved based upon the original findings of fact adopted in Resolution No. 8391, incorporated herein by reference. In addition, there will be no fiscal impacts that would result from an increase in applicable City development fees. Pursuant to the Housing Crisis Act of 2019, also referred to as Senate Bill 330 (SB 330), the subject entitlement is subject only to those ordinances, policies, and fees in effect when the preliminary application was submitted, for 2.5 years after final approval. However, development impact fees remain unchanged from the date of the original approval. The subdivider will pay all applicable fees (including development impact fees) currently in effect at the time of building permit issuance. SECTION 3. FINDINGS FOR EXTENSION OF TIME FOR COMMISSION REVIEW & APPROVAL NO. 911. The requested one-year extension of time for Commission Review & Approval No. 895 is hereby approved based upon the original findings of fact adopted in Resolution No. 8391, incorporated herein by reference. SECTION 4. APPROVAL FOR EXTENSION OF TIME. The requested one-year extension of time for Tentative Parcel Map No 20175 and Commission Review & Approval No. 911 is hereby approved in accordance with Sections 17.07.120 and 18.12.130 of the Redlands Municipal Code, subject to the original Conditions of Approval adopted with Resolution No. 8391. SECTION 5. EXPIRATION DATE. The new expiration date for Tentative Parcel Map No 20175 and Commission Review & Approval No. 911 shall be October 4, 2025. The project shall remain subject to all original Conditions of Approval contained in City Council Resolution 8391, incorporated herein by reference in their entirety. SECTION 6. EFFECTIVE DATE. This Resolution shall become effective upon adoption.
