A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
ADOPTING SPECIFIC PLAN NO. 66 (MADERA AT CITRUS TRAIL
SPECIFIC PLAN) FOR ONE 9.01-ACRE PARCEL LOCATED AT THE
NORTHWEST CORNER OF COLTON AVENUE AND WABASH AVENUE
(APN: 0168-291-02-0000).
WHEREAS, Vanita Soni Puri (the "Applicant"), has filed applications for General Plan
Amendment No. 147, Specific Plan No. 66 (Madera at Citrus Trail Specific Plan), Tentative Tract
Map No. 20571 and Commission Review and Approval No. 965 for a 102-unit single family
residential development located at the northeast corner of Interstate 210, and West Pioneer Avenue
at the northwest corner of Colton Avenue and Wabash Avenue (APN: 0168-291-02-0000) (the
"Project"); and
WHEREAS, on March 12, 2024, the Planning Commission held a noticed public hearing
at which interested persons had an opportunity to testify in support of, or in opposition to, the
Project, and at which the Planning Commission considered the Project; and
WHEREAS, on March 12, 2024, the Planning Commission adopted Resolution No. 1661
recommending that the City Council adopt the proposed Specific Plan No. 66 (Madera at Citrus
Trail Specific Plan); and
WHEREAS, on or about April 26, 2024, notice of the City Council's public hearing for the
Project was published in a newspaper of general circulation by the City Clerk; and
WHEREAS, on May 7, 2024, the City Council held a public hearing and considered the
staff written and oral reports, the recommendation of the Planning Commission, the testimony and
written evidence submitted by and on behalf of the applicant, and testimony by members of the
public; and
WHEREAS, on May 7, 2024, the City Council adopted a Resolution approving and
adopting a Mitigated Negative Declaration for the proposed project including a Mitigation
Monitoring & Reporting Program in accordance with the applicable provisions of the California
Environmental Quality Act; and
WHEREAS, following the public hearing on Specific Plan No. 66 (Madera at Citrus Trail
Specific Plan), the City Council determined that adoption of the Specific Plan is in the best interests
of the public health, safety, and general welfare.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS:

Section 1. General Plan Conformity. The proposed Specific Plan No. 66 (Madera at Citrus
Trail Specific Plan) is in conformity with the Redlands General Plan, including the land use
designation of Medium Density Residential (as amended) for the subject property and related street
system improvements.
Section 2. Specific Plan Adoption. Specific Plan No. 66 (Madera at Citrus Trail Specific
Plan) for the development of approximately 9.01 acres of real property as a single-family
residential development containing 102 dwelling units and related site improvements is hereby
adopted for the subject property as more particularly shown in Exhibit "A" attached hereto.
Section 3. Effective Date. This Resolution shall become effective upon adoption.
