A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS, STATE OF
CALIFORNIA,TO JOIN THE SAN BERNARDINO COUNTY AND THE SAN BERNARDINO
COUNTY FLOOD CONTROL DISTRICT IN FILING AN APPEAL FOR REVIEW TO THE
STATE WATER RESOURCES CONTROL BOARD OF ACTION BY THE CALIFORNIA
REGIONAL WATER QUALITY CONTROL BOARD, SANTA ANA REGION, IN ADOPTING
ORDER NO. R8-2002-0012, NPDES PERMIT NO. CAS618036.
WHEREAS, California Regional Water Quality Control Board, Santa Ana Region
(Regional Board) implements regulations relative to the National Pollutant Discharge Elimination
System(NPDES) Program and the Federal Clean Water Act within the Santa Ana River watershed
by issuing a NPDES Stormwater Permit to 18 municipalities and agencies within the watershed
with San Bernardino County Flood Control District (District) being the lead permittee; and
WHEREAS, the City of Redlands is one of the co-permittees of the NPDES Stormwater
Permit and a member of the NPDES General Committee; and
WHEREAS, the Regional Board adopted the NPDES Stormwater Permit CAS618036,
Order No. R8-2002-0012 on April 26, 2002 for the 18 municipalities and agencies within the
Santa Ana River Watershed without adequately addressing a number of key issues raised by the
District and 17 other municipalities and agencies; and
WHEREAS, the City of Redlands believes that the key issues not adequately addressed by
the Regional Board warrant appeal of the NPDES Stormwater Permit CAS618036, Order No. R8-
2002-0012 to the State Water Resources Control Board; and
WHEREAS, that the City of Redlands desires to join the San Bernardino County and the
San Bernardino County Flood Control District in filing an appeal to the State Water Resources
Control Board; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Redlands,
State of California, hereby join the San Bernardino County and the San Bernardino County Flood
Control District in filing an appeal for review of action by the California Regional Water Quality
Control Board, Santa Ana Region, in adopting Order No. R8-2002-0012, NPDES Permit No.
CAS618036.
