A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
AUTHORIZING THE MAYOR OR HIS DESIGNEE TO EXECUTE AN
AGREEMENT FOR PARTICIPATION IN THE NEIGHBORHOOD STABILIZATION
PROGRAM WITH THE COUNTY OF SAN BERNARDINO DEPARTMENT OF
COMMUNITY DEVELOPMENT AND HOUSING
WHEREAS, as part of the Housing and Economic Recovery Act of 2008
(HERA), the Neighborhood Stabilization provision allocated $3.92 billion in grants to
States and other units of local government for the purpose of purchasing foreclosed
homes at a discount and to rehabilitate or redevelop the homes to stabilize
neighborhoods; and
WHEREAS, the Department of Housing and Urban Development (HUD)
distributed funds based on areas of greatest needs; and
WHEREAS, it was the responsibility of the State to distribute allocations to cities
that were provided with less than $2 million; and
WHEREAS, the City of Redlands (City) will receive an allocation of $672,313
via the Neighborhood Stabilization Program (NSP) grant, but only if the City partners
with the County of San Bernardino Department of Community Development and
Housing(County); and
WHEREAS, a non-binding letter of intent was sent to the County on January 28,
2009 expressing the City's interest to partner with the County; and
WHEREAS, the County has been administering similar programs and will be
responsible for the submittal of the application, determining eligibility, submission of
reports and project management and close out utilizing the City's allocation; and
WHEREAS, partnering with the County would allow the City's allocation to be
spent in the City, employing the Affordability Down Payment Assistance program as
indicated within the letter of intent provided to the County; and
WHEREAS, the City's allocation would allow the County to assist approximately
30 households become homeowners within the City; and
WHEREAS, staff has indicated to the County that any form of agreement convey
that the City of Redlands's allocation be used within the City; the County will be allowed
to use a maximum of 5% of the allocation for administrative expenses as approved by
HDC; and, the County will provide timely reports in regards to the use of the funds;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Redlands as follows:

SECTION 1. The facts set forth above in this Resolution are true and correct.
SECTION 2. The Mayor of the City of Redlands, or his designee, is authorized to
enter into an agreement and execute any other necessary and related documents with the
County to participate in the NSP.
SECTION 3. This Resolution shall take effect on the date of its adoption.
