RESOLUTION OF THE CITY COUNCIL OF REDLANDS
IN OPPOSITION TO BALLOT PROPOSITION 64
WHEREAS Proposition 64, the LaRouche Initiative,
has qualified for the November 4, 1986 ballot, and
WHEREAS the Federal Center for Disease Control has
concluded that AIDS is not spread by casual contact, and
WHEREAS the fear of quarantine and discrimination
which are engendered by this initiative would drive the
disease underground, thus increasing the likelihood that
individuals at risk would avoid early medical intervention
and testing, and
WHEREAS health officers of California already have
the statutory authority that the proposition seems to grant,
and
WHEREAS its passage may eliminate medical
discretion, possibly forcing health officers to take
medically unnecessary action such as isolation and
quarantine of family members of AIDS patients, and
WHEREAS Proposition 64 is unfounded medically,
unnecessary legally and would likely foster the very thing
that it proposes to control -- the spread of AIDS.
NOW, THEREFORE, BE IT RESOLVED by the City Council
of Redlands that the council is opposed to Proposition 64,
and urges the citizens of Redlands to vote no on the
measure,and
BE IT FURTHER RESOLVED THAT the council authorizes
the city staff to express the council 's concern to the news
media, civic organizations, and all other interested
parties.

BALLOT TITLE AND SUMMARY
Acquired Immune Deficiency Syndrome (AIDS ) Initiative
Statute. Declares that AIDS is an infectious, contagious and
communicable disease and that the condition of being a
carrier of the HTLV-III virus is an infectious, contagious
and communicable condition. Requires both be placed on the
list of reportable diseases and conditions maintained by the
director of the Department of Health Services . Provides
that both are subject to quarantine and isolation statutes
and regulations . Provides that Department of Health
Services personnel and all health officers shall fulfill
provisions to preserve the public health from AIDS. Summary
of Legislative Analyst ' s estimate of net state and local
government fiscal impact: The fiscal effect of the measure
could vary greatly depending on how it would be interpreted
by public health officers and the courts. If only existing
discretionary communicable disease controls were applied to
the AIDS disease , given the current state of medical
knowledge, there would be no substantial change in state and
local costs as a direct result of this measure . If the
measure were interpreted to require added control measures,
depending on the level of activity taken , the cost of
implementing these measures could range to hundreds of
millions of dollars per year .

Gentlemen :
Please consider the attached resolution carefully. By
adopting it you will be fighting the needless quarantine of
thousands of individuals at great expense both to the state of
California and to the individuals involved.In addition you will
be sending a strong and clear message to Lyndon LaRouche that
Californians are not going to harbor his brand of deception.
I have included information on the Proposition and on
Lyndon LaRouche for your perusal. I look forward to your joining
The Los Angeles City Council , The Riverside County Board of
Supervisors , and the California Medical Association , among
others, in fighting the horror that is upon us.
