RESOLUTION NO. 4982
A RESOLUTION OF THE CITY OF REDLANDS ESTABLISHING A SERVICE
AUTHORITY FOR THE ABATEMENT OF ABANDONED, JUNK AND
INOPERATIVE VEHICLES
WHEREAS, the problem of abandoned, junk and inoperative vehicles is a hazard
ano public nuisance in the City of Redlands and has been recognized by the adoption of
procedures for their abatement; and
WHEREAS, by enacting Vehicle Code Section 22710, the State of California has
similarly recognized the problem by adopting procedures for the inclusion of an annual
one dollar ($1 .013) fee on registered vehicles to be returned to the counties and cities, for
abandoned vehicle abatement; and
WHEREAS, any money received shall be used only for abatement, removal and
disposal as public nuisances of abandoned, wrecked, dismantled or inoperative vehicles
or parts thereof from private or public property; and
WHEREAS, the regulations and guidelines established by the State require that
a county-wide Abandoned Vehicle Service Authority ("Service Authority" herein) be
established pursuant to Section1'i22710 of the California Vehicle Code; and

WHEREAS, because of the delay in receipt of State guidelines for establishing an
Abandoned Vehicle Service Authority, timeliness is of the essence in fulfilling the
requirements of Vehicle Code Section 22710 and the regulations promulgated thereto;
NOW, THEREFORE, the City Council of the City of Redlands does hereby resolve
as follows:
1. The City of Redlands, State of California, approves establishment of the
Redlands Abandoned Vehicle Service Authority.
2. That the Mayor of the City of Redlands is authorized and directed to enter
into all necessary contracts or agreements witli\the San Bernardino County Service
Authority on behalf of the City Council, subject to Oity Attorney review and approval.
3. That the staff of the Redlands Service Authority be staff from existing city
personnel positions.
4, That any money so received shall be used only for abatement, removal, and
disposal as public nuisances or abandoned, wrecked, dismantled, or inoperative vehicles
or parts thereof from private or public property.
5. That an anrus(l Vehicle Registration Fee of one dollar ($1.00) be imposed
for abandoned vehicle abatement purposes.
