A RESOLU'T'ION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
OPPOSING THE 208 MILES'T'ONE REPORT OF THE SOUTHERN CALI-
FORNIA ASSOCIATION OF GOVERNMENTS.
WHEREAS, the Southern California Association of Governments
(hereinafter SCAG) is currently preparing its final draft of the
208 Areawide Waste Treatment Management Plan for the South Coast
area pursuant to the Federal Water Pollution Control Act Amend-
ments of 1972; and
WHEREAS, SCAG has prepared its initial draft of said 208
Milestone Report and a separate Summary of Milestone Report, and
WHEREAS, SCAG has failed to properly address the following
issues and subject matters within said 208 Milestone Report to
the extent that;
a) The "Water Quality Management Issues" should include
statements recognizing financial problems faced by
private businesses in meeting various quality standards.
Additionally, financial feasibility, cost benefits and
reasonable time .Limits should also be addressed.
b) The "Issues" should also include reference to reasonable
point source controls for public agencies - specifically,
regulations and requirements of NP )ES permits.
c) Non-point source controls should also be analyzed from
a financial feasibility and cost-benefit viewpoint.
d) Discussion is needed in reference to control of runoff
from construction sites. Specifically, the requirements
of large sates should be different from those of
smaller ones.
e) Nitrate concentrations in ground water needs further
attention as it pertains to natural nitrate deposits
and dropping water tables.
f) Control of land use planning should be further analyzed
in terms of maintaining said control with the local
agency instead of shafting it to the State and Federal
governments.
g) Tables 1-2 and IV-1 should be corrected to indicate
37, 000 , 6. 0 zmgd and 3. 0 mgd for "population served, "
'tcapacity, " and "current average, " respectively.
Additionally, Table IV-2 should be updated.
THEREFORE, BE IT HEREBY RESOLVED AS FOLLOWS :
Section 1. That the Council of the City of Redlands opposes
SCAG's 208 Milestone Report as presently constituted for the
reason that it fails to properly address and discuss the above
issues and subject matters as indicated.
Section 2. That the City Clerk is hereby directed to
transmit copies of this resolution to all members of SCAG to the
end of enlising their support in seeing that the issues and sub-
ject matters previously set forth are more fully and properly
addressed as indicated.
