A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
OPPOSING THE PASSAGE OF ASSEMBLY BILL 972 RELATING TO THE
ESTABLISHMENT OF PROPOSED PAINTING STANDARDS BY AMENDING
SEC'T'ION 17922 OF THE CALIFORNIA HEALTH AND SAFETY CODE
WHEREAS, Assembly Bill No. 972 exceeds the policy of
policing building standards for the health, safety and general
welfare of the public, the fundamental pre-requisite upon
which all building regulations are based, and,
WHEREAS, the enforcement of this legislation will cause
unnecessary cost to the taxpayers of Redlands and other
California cities and counties and does not relate to the
improvement of health and safety of the community, and
WHEREAS, the proposed legislation establishes increased
inspection of the painting standards applicable to all new
dwellings, apartments and motels , including minumum
requirements for materials used, and inspection of the appli-
cation of said paint to exterior and interior surfaces,
Assembly Bill No. 972 sets specification standards rather
than Lerformance standards, the normal criteria for building
inspection, and
WHEREAS, the City Council of the City of Redlands has
noted the complete impracticality of enforcing these standards
upon its citizens and seriously questions the existing need
for this increased regulation.
NOW , THEREFORE, BE IT RESOLVED THAT,
Section 1.
The `City Council, for and on behalf of the people of the
City of Redlands opposes the passage of Assembly Bill No. 972,
the adoption of the proposed painting standards by the
Division of Housing.
Section 2.
That certified copies of this resolution be sent to Governor
Edmund G. Brown, Lt . Governor Glenn M. Anderson, President Pro
Tempore of the Senate Hugh M. Burns ; Assemblyman Stuart Hinckley,
Richard Carpenter, of the League of California Cities, and
Assemblyman Byron Rumford at public hearings , May 19, 1965 at
the State Building, Los Angeles , California.
