HomeMy WebLinkAbout2437_CCv0001.pdf RESOLUTION NO. 2 +37 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS OPPOSED TO THE PASSAGE OF ASSEMBLY BILL NO. 1280 WHEREAS, unemployment insurance was first established as a matter of sound public policy and in order to avoid the economic and social evils of recurring and persistent unemployment, the compulsory funds set aside were to be used for a system of unemploy- ment insurance to reduce involuntary unemployment and the suffering caused thereby to a minimum; and WHEREAS, public employees in the City of Redlands are not within the group requiring protection of the Unemployment Insurance Code and it is illogical to contribute approximately 4% of a public payroll to a fund to be used for the benefit of private employees , and WHEREAS, in order to alleviate the present low reserve Unemploy- ment Insurance fund, a state tax should be levied and public employees should not be called on to provide a subsidy in order to assure the solvency, of the fund, and. WHEREAS, because employees covered by the California. Unemployment Insurance Code are consequently covered by disability insurance, public employees of the City of Redlands would have to pay 1% of the first $5 , 600 of their annual wages for benefits which they now enjoy under a well-established health and sick leave program, and WHEREAS, because unemployment insurance is not necessary for public employees in the City of Redlands, under the proposals of Assembly Bill No . 1280, the plan would cost the state, county, city and district taxpayers In the State of California about $100 million in additional taxes ; NOW, THEREFORE, IT IS RESOLVED AS FOLLOWS : Section 1. The City Council, for and on behalf of the people of the City of Redlands , opposes the passage of Assembly Bill No. 1280 and urges the state legislature to retain the present and proven system. Section 2. That certified copies of this Resolution be sent to Governor Edmund G. Brown, Lt. Governor Glenn M. Axid-.erson; President Pro Tempore of the Senate Hugh M. Burns ; Assembly Speaker Jesse M. Unruh; Senator Eugene Nesbit ; Assemblyman Stuart Hinckley and Richard Carpenter of the League of California Cities .
