A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
OPPOSING THE PROPOSED CALTRANS POLICY REGARDING THE USE
OF FAIT FUNDS ON STATE HIGHWAY PROJECTS
WHEREAS, the California Department of Transportation (Caltrans)
has requested the California Transportation Commission (CTC) to
adopt a new policy regarding the use of Federal-Aid Urban funds on
State Highway projects; and
WHEREAS, the proposed policy as set forth in the Caltrans
Director's August 10, 1979, memoraundum to the CTC would result in
a major shift in the funding of improvements on State Highways from
the State to local agencies such as San Bernardino County and its
cities; and
WHEREAS, the resulting diversion of funds desperately needed
for local road and transit improvements to fund improvements
involving the State Highway System is contrary to long standing
policies with respect to State and local responsibility on State
Highway improvement cost sharing; and
WHEREAS, the proposal to require that FAU funds be used to
fund all improvements to State Highway PAU routes will undermine
the existing FAU priority setting process.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Redlands strongly opposes the proposed Caltrans policy
regarding the use of FAU funds on State Highway projects as sub-
mitted to the California Transportation Commission on August 10,
1979, and appeals to the Commission to reject the proposal .
