HomeMy WebLinkAbout2991_CCv0001.pdf RESOLUTION NO. 2991 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS, CALIFORNIA EXPRESSING OPPOSITION TO PROPOSITION 14. WHEREAS, Proposition 14 - an initiative Constitutional amendment, will be on the Statewide general election ballot in November, and WHEREAS, Proposition 14 will reduce support for public schools by an average of 151, thus forcing a lower quality of education, and WHEREAS, Proposition 14 will force a limit of a $2.00 tax rate in 1977-78 when 35% of the municipal population, including Redlands, now exceeds $2 .00 in 1971-72, thus forcing Redlands to lower its level of municipal services to its citizens, and WHEREAS, Proposition 14 will put unreasonable restrictions on the ability of a city to engage in long-term borrowing where property tax revenues are needed for repayment, and WHEREAS, Proposition 14 will eliminate the current funding program to provide for "cleaner air" mass transit, and WHEREAS, Proposition 14 will prevent orderly growth from occurring by discouraging annexation, and WHEREAS, Proposition 14 will stymie efforts to provide for more open space, 'parks, recreational facilities and low density zoning for a better environment, and WHEREAS, Proposition 14 provides no replacement revenue whatsoever for the $1.2 billion revenue gap that it creates; NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Redlands, California that said city goes on record as opposing Proposition 14 and urges its defeat in November, and BE IT FURTHER RESOLVED that this opposition be communicated to all groups and individuals within the community who are interested in effective local government.
