RESOLUTION NO. 2879
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS OPPOSING
SENATE P-!-*r.$L 333 (DILLS) COMPULSORY AND, BINDINIG ARBITRATION
WHEREAS Senate Bill 333 (Dills) provides for compulsory
and binding arbitration of wages, hours and other conditions Of
employment for policemen and fi-rem-en and provides a new- and cowt-
prehensive employee :relations procedure applying solely to them
and removing them from the provisions of the Meyers-Milias-Brown
Act, and
WHEREAS Senate Bill 333 would provide an entirely new labor
relations procedure for policemen and firemen and would eliminate
Heady of the employer protection provisions of the Meyers-Milias-
Brown Act and would guarantee superior bargaining advantages to
employee representatives, and
WHEREAS Senate Bill 333 would endorse compulsory and bind-
ing arbitration of salaries, fringe benefits and other terms and
conditions of employment such as pensions , overtime, sick leave,
vacations, etc. , which amount to between 70% and 80% of a public
agency' s operating budget, and
WHEREAS it would he apparent that to permit a nonelected,
nonresponsive private individual to determine the amount of a
city' s budget, and therefore its tax rate, with no recourse by
the citizens, is a drastic change in our elected representative
form of government, and
WHEREAS the final decision on fiscal matters must reside
with the elected representatives of the people,
NOW THEREFORE BE IT RESOLVED that the City Council of the
City of Redlands urges the Legislature of the State of California

to oppose Senate Bill 333 (Dills) , Compulsory and Binding Arbi-
tration.
