WHEREAS, there has been presented for consideration a proposal of the County Supervisors Association, supported by the California Retail 1-ililerchants Association, to provide for a 4% State Sales Tax of which amount 3% will be retained by the Stat aI� q of 1% of th6 amount collected within the incorpo- rated cities to be returned to the cities ; 4 of 1% collected within the cities to be returned to the counties, and lo" collected within the unincorporated areas to be returned to the countlea.and WHEREAS, at this time there is a powerful effort directed towards assump- tion by the State of the administration, collection and enforcement of city sales, use and license taxes, and WHEPEAS9 this movement is activated, not by the cities , but by others whose interest do not necessarily parallel those of cities, and WHEREAS, cities must not permit further inroads into their powers granted by either their charters or the State Legislature, and WHEREAS,. no further centralization of the cities functions in the State should take place, as each city has unique and specialized problems with re- lation to their needs for revenue and the methods for securing it, which guar- antee of local authority has historically been granted by the State Legisla- ture down through the yearso and WHEREASv the formulas for tax apportionment to local areas which are pro- posed, are both impractical and extremely inequitable, and WHEREAS, this proposal is In effect forcing a local sales tax upon the cities which do not have, nor may not desire to he've, a sales tax, and WHEREAS, the Dower to tax Is a 'potent force - a fundamental right of municipalities whichv if abandoned by them, leads to a dangerous conditiono the complete centralization of all government and abandonment of the Home- Rule principle, and WHEREAS, the loss to municipalities of their power to tax will eventually result in their becoming simply concentrations of populations with no individ- uality and depriving them of their prerogatives of self-government and self- control, and simply furnishing services to the residents at the will of the State which would control the purse strings, HOW, TITEREFOREo BE IT RESOLVEDO that the City Council of the City of Redlands hereby opposes the enactment of the proposal being supported by the County Supervisors Association and the Retail Merchants Association.
