A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
OPPOSING AB 220
WHEREAS, the Southern California Gas Company has been working
intensively on various gas supply projects since 1969 which are now
in the process of receiving governmental approval; and
WHEREAS, all decisions on sitinq and construction of an LNG
plant must be made this year to meet the 1980-81 deadline for new
natural gas supplies that would avert upwards of 700,000 people
losing their jobs because of the lack of natural gas to small com-
mercial and industrial businesses that would be forced to shut down; and
WHEREAS, the safety of LNG has been proven by research' studies and
actual operational experience at nine terminals and over 100 other fa-
cilities around the world; and
WHEREAS , each day' s delay adds over $800, 000 for the two LNG pro-
jects, South Alaska and Tndonesa, in addition to threatening environ-
mental and economic havoc and high unemployment in southern California;
and
WHEREAS, California cannot afford to risk its economic future for
the sake of accommodating the present slow, red tape laden state reg-
ulatory process; and
WHEREAS, the introduction of additional governmental agencies into
the approval process would add new lavers of jurisdiction to the large
number of regulatory approvals already required resulting in a redundancy
in this chain of approval.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the C.ity
of Redlands opposes the passage of AB 220 which would slow down the
approval process , establish unrealistic conditions for construction of
on-shore facilities , and provide significant grey areas to insure
lengthy court challenges and further delays in construction of natural
gas facilities .
BE IT FURTHER RESOLVED, that copies of this Resolution be submitted
to the Governor, State Legislature and other governmental agencies
affected.
