HomeMy WebLinkAbout2516_CCv0001.pdf RESOLUTION NO . 2516 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS OPPOSING PROPOSED CHANGES IN STATE AID FOR PUBLIC LIBRARIES WHEREAS, the State Library Development Act of 1963 has assisted public libraries in the planning and development of improved services , and WHEREAS , there is need for higher level of library service particularly in the low assessed valuation areas , and WHEREAS, the formation of "library systems " either through co- operative agreements or consolidation is one way which library service can be improved, and WHEREAS, the proposed mathematical equalization formula for distribution of state aid now under consideration by the Legislature should be supported, and WHEREAS, the higher book and periodical qualifying factors for state aid go beyond the legislative direction that only a formula be developed which considers ability, effort and need, and WHEREAS, the higher qualifying factors in the proposed legis- lation change the philosophy of state aid by substituting continuing assistance to the larger library systems rather than helping those li- braries with the greatest need or who are providing the most effort , and WHEREAS, the proposed legislation has the effect of requiring public libraries to join a larger system, and does not measure quality of service , but result in the formation of systems serving in excess of 200, 000 people . NOW, THEREFORE, BE IT RESOLVED that this City Council, acting in the interest of the people of Redlands , express its opposition to the proposed changes in state aid for public libraries , believing that these changes would lead to the establishment on a mandatory statewide basis of a new type of organizational structure for libraries, similar to a special district with a separate regional board of directors, and BE IT FURTHER RESOLVED that this resolution be forwarded to our State Senator, Eugene G. Nisbet , and State Assemblyman, L. Stewart Hinckley, in order to urge their opposition to said legislation. ADOPTED, SIGNED AND APPROVED this 29th day of March, 1966. ATTEST: sZ Waldo F.
