RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF REDLANDS IN OPPOSITION TO PROPOSITION 9.
WHEREAS, Proposition 9, an initiative Constitutional
amendment known as the Watson Amendment, will be on the state-
wide general election ballot in November, and
WHEREAS, Proposition 9 is falsely represented as a measure
to give tax relief to the real property taxpayer by establish-
ing a ceiling on real property taxes, and
WHEREAS, this City Council supports constructive and
practical procedures to assure property tax relief, but it
recognizes Proposition 9 as a misleading, ineffective and
irresponsible alternative to sound proposals for tax relief,
and
WHEREAS, Proposition 9 will not provide tax relief of any
kind, but will result in a massive tax shift harming aged persons,
renters, and single-family homeowners, and
WTHEREAS, Proposition 9 would seriously weaken local self-
government by removing the ability of cities, counties, schools
and special districts to adequately finance needed services
and facilities, and
WHEREAS, Proposition 9 would also remove the ability of
the State Legislature to deal effectively with revenue and
taxation matters by freezing critically deficient requirements
into the Constitution, and
WHEREAS, Proposition 9 makes no responsible provision for
apportionment of property tax. revenues or bonding capacity be-
tween local taxing agencies, and
WHEREAS, Proposition 9 would produce a chaotic situation
threatening on-going city, county, and school operations as
well as preventing orderly long-term development, and
NOW, THEREFORE, BE IT RESOLVED, that the City Council of
the City of Redlands declares its opposition to Proposition 9
and urges all of the people of Redlands to give careful study
thereto so that they may not be mislead by its irresponsible
provisions.

DE IT FURTHER RESOLVED, that this City Council hereby
declares its support of sound and constructive measures for
tax relief and urge their adoption after appropriate legis-
lative study.
