HomeMy WebLinkAbout3666_CCv0001.pdf RESOLUTION NO. 3666 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS OPPOSING PROPOSED ASSEMBLY BILL NO. 2221 , WATER PRODUCTION ASSESSMENTS (PUMP TAX LEGISLATION) WHEREAS, there has been introduced in the Assembly of the State of California, Assembly Bill No . 2221 , to authorize the San Bernardino Valley Municipal Water District to levy groundwater production assess- ments for specified purposes ; and WHEREAS, the City of Redlands supports the general concept of A. B. 2221, but opposes the Bill as written; and WHEREAS, the schedule has been such that affected agencies have not had ample time for proper evaluation and input ; and WHEREAS, certain sections of the Bill should be rewritten; NOW THEREFORE, the City Council of the City of Redlands does hereby oppose passage into law of the said Assembly Bill in its present amended form for the following reasons : 1 . Section 72135 should be rewritten to incorporate the proper use of the Advisory Committee described in Section 72136 . 9. The Bill as written would not make proper use of this asset in its scheduling. 2 . The words "tunnels or excavations" in line 33 of Section 72135 . 3 should be removed as the Redlands Water Company and the City of Redlands have existing tunnels that someday could be utilized by the City when a second Treatment Plant is constructed. 3 . In Section 72135 . 3 (g) , the following should be added: "Water from water-producing facilities within the confines of Mill Creek Canyon," as the City of Redlands and Crafton Water Company have four existing shallow wells within Mill Creek Canyon above the water spreading basins . 4. Section 72136 (b) is very vague and it is difficult to determine as to whether the water exporters will pay their proportionate share of the cost for imported water that will benefit their facilities . This entire section should be given additional study and rewritten to accom- plish optimum equity. This section, as amended, excludes assessments for water exporters for any costs incurred for purposes set forth in Section 72135. 2 .
