RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
REDLANDS OPPOSING THE LOCATION OF A TRANSIT MIX
AND ASPHALT BATCH PLANT IN THE NORTH REDLANDS
SANTA ANA WASH AREA
WHEREAS, the application of Norman H. Johnson, Jr. , for a
variance to establish transit mix and asphalt batch plant within
the Santa Ana Wash Area adjacent to the City of Redlands was
approved by the County Planning Commission; and
WHEREAS, an appeal to the Board of Supervisors has been
taken from the action of the County Planning Commission; and
WHEREAS, the site is between land now zoned for residential
purposes in the City of Redlands and future prime residential
land in the East Highland area. The residential desirability of
both areas would be reduced by the further intrusion of heavy
industrial uses into the area; and
WHEREAS, the site is adjacent to and north of an area desig-
nated for a future City Park on the adopted Redlands General Plan;
and
WHEREAS, the requested use is not permitted by right of zone;
therefore, denial of the requested use would not deprive applicant
of a substantial property right; and
WHEREAS, the site is located within an area designated for
open space and conservation purposes an the adopted San Bernardino
County East Valley General Plan; and
WHEREAS, the site is within an area proposed for a regional
park on the adopted San Bernardino County Master Plan of Regional
Parks ; and
WHEREAS, the site is within an area subject to periodic
flooding, thus it would seem to be in the public interest to
limit the uses in the subject area to those types which are per-
mitted in the "FP" Flood Plain District.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Redlands that the City of Redlands opposes the application
as aforesaid and recommends that the County Board of Supervisors
reverse the action of the County Planning Commission on the grounds
herein stated.
