HomeMy WebLinkAbout7147_CCv0001.pdf RESOLUTION NO. 7147 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ACCEPTING THE TRANSPORTATION DEVELOPMENT ACT,ARTICLE 3 PROGRAM GRANT FOR THE EAST SEGMENT OF THE ORANGE BLOSSOM TRAIL WHEREAS, the Transportation Development Act provides that 2% of the Local Transportation Funds be made available for facilities for the exclusive use of pedestrians and bicyclists, known as the Transportation Development Act Article 3 Program;and WHEREAS, the San Bernardino Associated Governments has the responsibility for the administration of the program within San Bernardino County and establishing procedures governing project applications under the program; and WTEREAS, the City of Redlands received and filed the Final Orange Blossom Trail Conceptual Alignment Plan for the creation of a seven and one half(7.5)mile bicycle trail; and WHEREAS, the City Council approved filing an application for the Transportation Development Act funds to construct a 1.3 mile segment of the Orange Blossom Trail, between Grove Street and Wabash Avenue and approved the use of $131,655 from the City's Park Development Fund for the grant match requirement; and WHEREAS, on December 19, 2011, the City of Redlands was awarded $746,045 in funding from the Transportation Development Act grant for the construction of east segment of the Orange Blossom Trail from Grove Street to Wabash Avenue; NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Redlands as follows: Section 1. The City Council hereby accepts the grant award of Seven Hundred Forty Six Thousand Forty Five Dollars($746,045)allocated under the Transportation Development Act for the East Segment of the Orange Blossom Trail, from Grove Street to Wabash Avenue. Section 2. The City Council hereby appropriates One Hundred Thirty One Thousand Six Hundred Fifty Five Dollars ($131,655) from the Park Development Fund for the Transportation Development Act grant match requirement. Section 3. The City Council hereby requests progress payments up to 80% of the Transportation Development Act award. Section 4. The City Council hereby authorizes the City Engineer to file grant reimbursement claims for progress payments up to the total Transportation Development Act grant award of Seven Hundred Forty Six Thousand Forty Five Dollars($746,045)- 1Acderk\Reso1ufions\Res 7100-7199\7147 TDA Gantt Acceptatwc.&c Section 5. The City Council determines that the approval of this Resolution is exempt from review under the California Environmental Quality Act {"CEQA") pursuant to CEQA Guidelines section 15061(b)(3) which provides that CEQA applies only to projects which have the potential for causing a significant effect on the environment. This City Council finds that it can be seen with certainty that there is no possibility that the approval of this Resolution may have a significant effect on the environment.
