A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
APPROVING A ONE-YEAR EXTENSION OF THE EXPIRATION DATE FOR
CONDITIONAL USE PERMIT NO. 1136 WITH ASSOCIATED
ENTITLEMENTS TO MERGE TWO PARCELS INTO ONE SINGLE 19.46-
ACRE PARCEL FOR THE CONSTRUCTION OF A RELIGIOUS FACILITY,
ELEMENTARY SCHOOL, AND RELATED SITE IMPROVEMENTS
LOCATED ON THE NORTH SIDE OF LUGONIA AVENUE, AND
APPROXIMATELY 300 FEET WEST OF DEARBORN STREET (APN: 0168-
161-02-0000, 0168-161-03-0000).
WHEREAS, Michael Vargas, applicant, has submitted an application for Extension of
Time No. 1 to construct the project approved with Conditional Use Permit No. 1136 and Lot Line
Adjustment No. 659 for the construction of a church and school facility which includes nine
buildings totaling 102,574 square feet of building area on 19.46 gross acres and related site
improvements located on the north side of Lugonia Avenue, approximately 300 feet west of
Dearborn Street, in the Residential Estate (R-E) District (APNs: 0168-161-02-0000 and 0168-161-
03-0000); and
WHEREAS, on October 5, 2022, the Redlands Planning Commission held a public
hearing, and adopted Resolution No. 1590 to approve Conditional Use Permit No. 1136, Lot Line
Adjustment No. 659, and the associated Socio-Economic Cost/Benefit Study for the project; and
WHEREAS, Redlands Municipal Code section 18.192.090 permits an applicant to request
a one-year extension of time to extend the expiration date for a Conditional Use Permit, provided
the total number of such one-year extensions do not exceed three; and
WHEREAS, the applicant intends to develop the project approved by Conditional Use
Permit No. 1136, and requests the extension due to a change of ownership; and
WHEREAS, following the meeting for the extension of time to Conditional Use Permit
No. 1136, the City Council determined that the approval of the requested one-year extension of
time is in the best interests of the public health, safety, and general welfare.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS:
SECTION 1. California Environmental Quality Act. Approval of this Resolution is
exempt from further environmental review pursuant to Section 15061(b)(3) of the State Guidelines
implementing the California Environmental Quality Act, as there is no possibility of any
potentially significant environmental effects as a result of the time extension. Planning
Commission Resolution No. 1590 was adopted on October 5, 2022, and determined the project
was exempt from environmental review in accordance with the California Environmental Quality
Act. There are no changes proposed to the approved project as part of the extension of time.

SECTION 2. Approval of Extension of Time. The proposed one-year extension of time
for Conditional Use Permit No. 1136, with associated entitlements, is hereby approved in
accordance with Redlands Municipal Code Section 18.192.090(A).
SECTION 3. Expiration Date. The new expiration date for Conditional Use Permit No.
1136 shall be October 5, 2025. The project shall remain subject to all original Conditions of
Approval (contained in Planning Commission Resolution No. 1590).
SECTION 4. Effective Date. This Resolution shall become effective upon adoption.
